ODP Announcement 21-043 addresses several frequently asked questions regarding the Incident Management Bulletin. With the March 1, 2021 release of the Incident Management (IM) Bulletin 00-21-02, the Office of Developmental Programs (ODP) has received multiple questions from stakeholders through email, conversations, dialogue during trainings, and phone calls. This FAQ was developed to answer some of the questions received. Please note: ODP expects stakeholders who have the responsibility of implementing IM processes to use this time to get familiar with the Incident Management Bulletin, as the effective date is approaching on Thursday, July 1, 2021.

Please visit the ODP web page that includes the IM Bulletin, information, and training. This FAQ does not contain all questions received; ODP chose questions that were asked frequently by multiple stakeholders. ODP expects to continue to receive questions based on the IM Bulletin; therefore, this document will be updated on a routine basis. Stakeholders will be notified when there are additions added to this FAQ.

ODP Announcement 21-042 informs stakeholders that the following resources are now available to support the Incident Management Bulletin (effective July 1, 2021) and alignment with the Chapter 6100 regulations:

  • Web-based trainings are now available to highlight EIM system enhancements that will be implemented on Thursday, July 1, 2021.
  • Registration for Question and Answer sessions (Q&A) related to training are now open and available on the Home and Community Services Information System (HCSIS) Learning Management System (LMS).

Webcasts are now available on the LMS. Stakeholders that perform functions in EIM are encouraged to view these self-paced trainings.

In addition, the Office of Developmental Programs (ODP) will facilitate Q&A sessions beginning on Friday, June 4, 2021. Sessions will focus on specific incident management documents in EIM. Registration is required for the Q&A sessions and will be available through LMS beginning May 28.

Today, President Biden released his proposed budget for the upcoming fiscal year. ADvancing States sent analysis of the FY 2022 President’s Recommended Budget in an email to ADvancing States members. This email included two key documents:

  1. A memorandum highlighting key takeaways and considerations from the budget proposal. Visit here to read the analysis.
  2. Budget charts that summarize the potential impact of the funding recommendations on a number of important aging and disability programs if they were to become law. Visit here to view the charts.

The Office of Developmental Programs (ODP) requests your assistance distributing the following communication: ODPANN 21-040: Open for Public Comment: Appendices I & J, Proposed Fee Schedule Rates, and Proposed Department-Established Fees for the Renewal of the Adult Autism Waiver (AAW). Public comments may be submitted through 11:59 pm on Monday, June 21, 2021. Please review the attached announcement for information on how to submit comments and to view the proposed changes.

What: American Rescue Plan HCBS Funding: What You Need To Know
When: Tuesday, June 1, 2021 at 3:00 pm

Hear from national experts on the Medicaid Home and Community-Based Services (HCBS) funding included in the American Rescue Plan Act. Information will focus on the guidance released on May 12, 2021 by the Centers for Medicare & Medicaid Services (CMS) on how states can use the funding as well as the guidance on supplementing and not supplanting federal funds. You will learn what you need to do to ensure the funding coming into your state for strengthening and expanding access to HCBS is spent well.

Also, ANCOR wanted to let folks know that CMS announced on a call this week that states will be able to request a 30-day extension (to July 12, 2021) to submit their American Rescue Plan Act (ARPA) spending plan!

Sexuality and Social Connectedness Part 2

Factors like high rates of abuse, neglect, sexual assault, and domestic violence, coupled with the need to develop healthy relationships, impresses the importance to educate and support individuals in the areas of healthy relationships and sexuality. The articles in this second edition of Sexuality and Social Connectedness aim to further explore gender roles, definitions, and education and their impact on those with disabilities. By enhancing our understanding of these areas through appropriate supports and education, we hope we can help to build a community with meaningful and healthy connections, foster healthy sexuality, and continue to move towards best practices for the individuals we support and serve. This issue of Positive Approaches Journal is in digital form, available for viewing online or for downloading.
