HARRISBURG, PA — A bipartisan group of Pennsylvania lawmakers joined members of the Rehabilitation and Community Providers Association (RCPA), the Commonwealth’s largest health and human services trade association, at a press conference at the state Capitol in support of vital disability and human service programs. These programs serve millions of Pennsylvanians annually and play a transformative role in their lives.

At the March 26 press conference, RCPA and lawmakers pushed for continued funding and improved payment models, including Medicaid capitation, as well as decreasing administrative burden in the safety net system, as part of any final 2025/26 budget adopted by the General Assembly. These initiatives will help improve services and make the system work better for everyone. They also highlighted the need to invest in the workforce, ensuring strong support for licensed clinicians, direct support professionals, counselors, case managers and support/service coordinators, and peers.

Richard S. Edley, PhD, President and CEO of RCPA, spoke on behalf of members and those who rely on health and human services. Fady Sahhar, MBA, PhD, RCPA Director of Physical Disabilities & Aging, also communicated the need for Medicaid preservation and continued funding.

RCPA members also raised their voices to stress the importance of not only maintaining but improving the systems in place. Speakers included Melva Fair, an RCPA Board Member and CEO of Community Living and Support Services (CLASS), and Annie Smith, Director of Early Intervention at RCPA member Strawberry Fields. Also in attendance were RCPA Board Members Susan Coyle of Chartiers Center and Gretchen Kelly of PLEA.

Representatives from both sides of the aisle in the House and Senate spoke in agreement with RCPA’s message, voicing continued support for vital services in Pennsylvania.

Northern Tier Counseling Inc. held the ribbon cutting of their Drug and Alcohol Wellness Treatment Center, dedicated to State Representative Tina Pickett, on Friday, May 24.

NTC, Inc. President Paul DeNault explained that this grand opening is thanks to not only the staff at NTC, Inc., but also the All One Foundation, who granted NTC, Inc. the All In One Grant to help the idea come to life as well as Tina Pickett, whose legislation allows for the progression of drug and alcohol treatment.

The 2024 RCPA Conference Embracing Challenges, Empowering Success kicks off in just a few days, and it’s your very last chance to contact RCPA and register to gain access to speakers who work on the cutting edge of health and human services.

  • During the afternoon, the Oral Health + Disability Exhibit will highlight the urgent need for inclusive dental care for people with disabilities.
  • Attendees will join RCPA staff, Conference Committee members, and colleagues at the Welcome Reception for hors d’oeuvres, beverages, and plenty of networking opportunities!
Wednesday, Sept. 25:
  • The Association Awards Luncheon will recognize Rep. Eric Nelson, Kim Sonafelt, and Mike Hopkins for their dedication, commitment, and leadership in health and human services.
  • Throughout the day, the Bodhana Group, a 501(c)3 nonprofit based in York, will be on hand to discuss their mission of using tabletop games for education, skill building, and therapy.
Thursday, Sept. 26:
  • With Connections Hall open, attendees will have the day between sessions to explore exhibit booths, participate in the mobile app game, and enjoy both breakfast and lunch with RCPA staff and colleagues.
  • Silent Auction items will be distributed this day. Attendees will have a chance to earn prizes while supporting the RCPA PAC, which provides financial support to state legislators who have demonstrated a strong, consistent, and positive interest in our issues and priorities.

All of these and more will only be available onsite for in-person attendees.
