Leaders at Twin Lakes and UPMC on Thursday celebrated a years-in-the-making, $16.2 million expansion at Twin Lakes that added space for 24 additional patients inside an all-new 19,300-square-foot building. RCPA Director of SUD Treatment Services, BH Division Jason Snyder was in attendance at the ribbon cutting on June 29, along with RCPA Board Chair-Elect Noreen Frederick of University of Pittsburgh Medical Center. The Pennsylvania Senate has confirmed Dr. Latika Davis-Jones as Secretary of the Department of Drug and Alcohol Programs (DDAP). As secretary, Davis-Jones leads the Commonwealth’s efforts to reduce substance use disorder (SUD) and problem gambling disorder, with a large focus on expanding access to and increasing the quality of SUD treatment.

Before serving in the Shapiro administration, Secretary Davis-Jones was Senior Director of Behavioral Health at Highmark Wholecare, a Medicaid managed care organization in Pittsburgh. Prior to that, she served as Allegheny County’s Single County Authority Administrator.

Tobacco-related illness is a leading cause of death for people in substance use disorder and mental health recovery. In response, the Pennsylvania Recovery Organizations Alliance and the State Tobacco Recovery Free Initiative are hosting a virtual tobacco recovery lunch and learn at 12:00 pm Thursday, July 27, for anyone interested in tobacco recovery.

Registration is required. Registrants will receive a confirmation email containing information about joining the meeting.

Recognizing the range of tobacco and nicotine addiction severity, this session will teach participants about individualized replacement coping skills. It also will help participants to define the physical, behavioral, and emotional reasons individuals smoke and develop an individualized approach to managing tobacco-free living.

Discussion will focus on:

  • Understanding the nature of tobacco addiction;
  • Ways to relieve craving and withdrawal;
  • Proactive strategies to adapt to behavior change; and
  • Identification of how to support family members who use tobacco.

Tony Klein, MPA, NCACII, is the presenter. He has more than 30 years of administrative and clinical experience in behavioral health services and is known for his work as an advocate for addressing tobacco use disorder by using evidence-based practice guidelines anchored in solution-focused recovery principles.

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) has announced the creation of a Recovery Division. The new division will be part of DDAP’s Bureau of County Program Oversight and will oversee the Regional Recovery Hubs as well as build relationships with local, regional, and state Recovery Community Organizations. The focus of the recovery hubs is to assess the needs and gaps of the counties they serve and provide technical assistance to existing recovery organizations to fill those gaps by providing a space for ideas, challenges, and successes to be shared.

Pennsylvania Acting Insurance Commissioner Michael Humphreys announced today that the Pennsylvania Insurance Department (PID) has strengthened its review of mental health and substance use disorder coverage in 2024 health plans. Insurers under PID regulation must file their plans with the Department for approval. Now, for 2024 filings, PID is enhancing its compliance review of mental health and substance use disorder parity requirements to prevent potential violations before they have a chance to harm Pennsylvania consumers.

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) announced more than $6 million in grant funding for organizations to establish or expand substance use disorder (SUD) services, community outreach, and education to underrepresented communities struggling with the opioid overdose crisis.

In 2020, overdose death rates increased 39 percent for Black Pennsylvanians, compared to 2019. In 2021, Black Pennsylvanians died from an overdose at a rate that was nearly two times higher than white Pennsylvanians.

Those eligible for this funding included organizations that provide services, outreach, and/or education to communities of color and promote access to harm reduction services, low-barrier SUD and medication-assisted treatment (MAT), recovery and peer supports, and/or offender reentry supports.

Through this funding award, 19 organizations are receiving grants up to $400,000 for a 12-month period beginning July 1, 2023, through June 30, 2024. Funds shall be applied toward a range of activities, including construction and building infrastructure, staffing, and evidence-based programming.
