The Pennsylvania Department of Drug and Alcohol Programs (DDAP) today announced the availability of more than $4 million in grant funding for the establishment of regional recovery hubs to enhance recovery supports and promote recovery within communities across Pennsylvania.

The nine regional recovery hubs throughout Pennsylvania will be designed to work to embed, expand, and promote a recovery-oriented system of care in each region using a hub and spoke model. Each regional “hub” will support community-driven services that will serve as spokes. Each hub will provide technical assistance and collaborate with a variety of community entities, sectors, and systems to enhance a recovery-supportive community and facilitate recovery support service delivery.

A trauma-informed approach to care acknowledges that health care organizations and care teams need a complete picture of a patient’s life situation — past and present — to provide effective services with a healing orientation. Trauma-informed practices hold the potential to improve patient engagement, treatment adherence, and health outcomes, as well as provider and staff wellness.

This webinar, cosponsored by the Center for Health Care Strategies (CHCS) and the Better Care Playbook, will highlight how Denver Health, a large health system in Colorado, is implementing a trauma- and resilience-informed approach into organization-wide policy and practice, while also focusing on addressing systemic racism and biases. Panelists — including Maria Gonsalves Schimpf, MA, MT-BC, Director, Denver Health RESTORE; Kris Gaw, MBA, FACHE, Chief Operating Officer, Denver Health; and Ken Epstein, PhD, LCSW, Consultant, P.R.E.P. for Change Consulting — will discuss their efforts, including building staff capacity, promoting organizational culture change, and gaining leadership buy in.

Denver Health is a participant in Advancing Integrated Models, a national initiative led by CHCS and made possible through support from the Robert Wood Johnson Foundation.

ODP Announcement 23-005 is to inform stakeholders that the United States General Services Administration announced a change to the Transportation Mile reimbursement rate, procedure code W7271, beginning January 1, 2023.

The new rate is $0.655 per mile. This communication provides notice of the rate change, as well as provides instructions for Supports Coordination Organizations (SCOs) on how to add transportation mileage to the vendor screen. It also instructs direct service providers on how to submit claim adjustments, if applicable.

ODP Announcement 23-003 serves to inform all waiver providers and vendors whose last digit of their Master Provider Index (MPI) number is 6, 7, 8, or 9, as well as new providers who enrolled in the 2021/2022 fiscal year, that they must submit their qualification documentation to their assigned AE and/or the Office of Developmental Programs’ (ODP) Bureau of Supports for Autism and Special Populations (BSASP). This documentation is due from February 1 through March 31, 2023.

If the provider is enrolled to provide services in BOTH an ID/A waiver and the AAW, providers should submit all supporting documentation to both their Assigned AE and BSASP via email. If your agency is enrolled to provide services in an ID/A waiver only, providers should submit all supporting documentation to their Assigned AE.

On January 6, 2023, the Office of Long-Term Living (OLTL) held a Financial Management Services (FMS) Stakeholder meeting. The meeting included updates from the Community HealthChoices Managed Care Organizations (CHC MCOs), updates on the transition status, training, Electronic Visit Verification (EVV) compliance, and a presentation from Tempus. The Pennsylvania Department of Drug and Alcohol Programs announced an open enrollment period at the end of 2022 for licensed substance use disorder (SUD) treatment providers in Pennsylvania to submit their information to be included in the Addiction Treatment Locator, Assessment, and Standards Platform (ATLAS). This open enrollment period has been extended through January 13, 2023.

Those who can take advantage of this extension include:

  1. Facilities already included in ATLAS. Providers already enrolled and needing to make changes to their profile information should contact Shatterproof directly.
  2. Facilities that have not submitted the treatment facility survey. Shatterproof will reach out directly to licensed SUD facilities that are not currently included on the tool. There is a streamlined submission process for those organizations with multiple facilities.

By completing the ATLAS survey during this open enrollment period, providers ensure that the information presented in their site’s profile on the ATLAS website is accurate. Providers also gain access to a customized portal that allows them to benchmark and compare their services against their peers. Contact Angad Buttar with questions or to have the treatment facility survey resent to your agency.

The Department of Drug and Alcohol Programs issued Information Bulletin 04-22 today. The purpose of the bulletin is to make Single County Authorities, substance use disorder (SUD) treatment providers, and other SUD-related organizations aware that they may be asked to serve on a death review team and that they may be asked to provide records as part of a death review team’s duties pursuant to Act 101 of 2022.
