This week, the Centers for Medicare and Medicaid Services (CMS) released a new update to the coverage and reimbursement of COVID-19 vaccines, vaccine administration and cost sharing under Medicaid, the Children’s Health Insurance Program, and the Basic Health Program Toolkit that was originally released on October 28 and first updated on November 23. This update includes additional information regarding vaccine administration reimbursement and outlines a streamlined review process that is available to states who are looking to expeditiously adjust vaccine administration reimbursement rates in their state plan.

CMS has also updated the toolkit with further clarification regarding managed care network adequacy and the phased distribution and administration of the Pfizer-BioNTech and other emergency use authorization (EUA) approved COVID-19 vaccines.

The Office of Developmental Programs (ODP) is reissuing communication ODPANN 20-114: “Coronavirus Disease 2019 (COVID-19): Updated Frequently Asked Questions (FAQ) About Modifications to Medication Administration Course Requirement as a Result of the COVID-19 Pandemic”. The communication is being reissued to clarify the status of Announcement 20-102 as obsolete. Please use this version of 20-114 as it shows the clarification in the announcement.

Harrisburg, PA – Today, Governor Tom Wolf thanked congressional lawmakers for responding to the needs of the American people and passing a second federal COVID-19 Emergency Relief Package. The governor released the following statement:

“The COVID-19 relief package passed yesterday by Congress is long overdue. The emergency relief funds authorized under the CARES Act were crucial to helping our nation survive the spring surge of COVID-19, but those funds expired while desperate need remained. Americans continue to struggle due to the economic consequences of this global pandemic.

“Now, as our commonwealth and our nation face an unprecedented surge of COVID-19, this new aid package is a necessary step toward meeting the needs of our people and helping Pennsylvania families and businesses survive the upheaval caused by this dangerous virus. I thank all the members of Congress who worked to pass this bipartisan package.

“This aid package provides direct payments to individuals, protects unemployment benefits, funds a new round of Paycheck Protection Program loans, supports education, establishes rental assistance, and secures funding for contact tracing, testing, and vaccine distribution. It will provide vital support for individuals, families, workers, and small businesses in Pennsylvania.

“It is a vital step in our efforts to meet the needs of Pennsylvanians, but it cannot be the last step. More funding is needed for restaurants and bars as well as the service industry more broadly. More funding is needed for direct payments to individuals and families. More funding is needed for state and local governments and the critical services they provide.

“We should celebrate the aid this bill has secured, but we need to continue advocating for the additional support that Pennsylvanians – and all Americans – need during these difficult times. Nine months have passed between the CARES Act and this second COVID-19 relief package. For our congressional leaders, I have one plea: Do not let your constituents suffer for another nine months without the additional aid they desperately need.”

In January 2021, the Office of Developmental Programs (ODP) is planning two joint presentations with Health Risk Screening (HRS), Incorporated for supports coordinators (SCs). These sessions will review ODP’s expectations related to the use of the Health Risk Screening Tool (HRST) as well as provide thorough instruction on use of the tool.

These sessions will replace ODP’s previously advertised sessions and will contain additional information from HRS. The joint session promises to be more interactive, involves case studies, and allows real-time engagement with the HRS platform. The format of the joint sessions enables SCs to learn how the use of “considerations” improves the lives of individuals who our programs support.

You need to register for only one session as the material will be repeated. The sessions are scheduled for the following dates and times:

In an effort to streamline the flow of information between the Office of Mental Health and Substance Abuse Services (OMHSAS) and providers; provider associations; and consumer, family, and advocate representatives, OMHSAS will hold monthly webinars throughout 2021.

Starting in January 2021, the webinars for providers, provider associations, and consumer, family, and advocate representatives will take place on the third Tuesday of each month from 3:00 pm – 4:00 pm. They will begin on Tuesday, January 19, 2021. A separate webinar will be held with counties and county affiliates. We ask stakeholders to join in only one monthly meeting; they should choose the meeting that will best suits their interests.

OMHSAS will use this monthly time to provide general updates and discuss issues that meeting attendees will send to OMHSAS ahead of time. Recommendations for agenda topics can be submitted via email by the close of business on the second Tuesday of each month.

OMHSAS will send out email reminders for each monthly meeting. The first reminder will be sent out two weeks in advance to remind stakeholders to send in agenda topics; it will also contain webinar registration information. Another email reminder will be sent one week in advance of each meeting; it will contain only the webinar registration information.

OMHSAS is open to ideas and suggestions on how they can maximize the effectiveness of these meetings with the ultimate goal of meeting the needs of OMHSAS stakeholders and staff.
