Speaker Bio:

Jennifer Bernstein, PT, DPT, is a Board-Certified Specialist in Oncologic Physical Therapy. Dr. Bernstein has been a practicing physical therapist for over 10 years, all of which have been spent at Cincinnati Children’s Hospital in Cincinnati, Ohio. Her areas of specialty practice within physical therapy include Oncology, Hematology, and Bone Marrow Transplant for pediatric, adolescent, and young adult patients. Jennifer received her Board Certification in Oncology in 2020 and has been involved in extensive program development and leadership roles representing the hospital’s occupational and physical therapists. She serves as the Specialization Chair for the Oncology section of the APTA, which allows her to actively engage with other passionate members of the organization. She serves as a mentor in the APTA Oncology Mentorship Program and has greatly enjoyed sharing her knowledge about the world of oncology physical therapy. Most recently, Whole-Body Vibration in Oncology Rehabilitation: Perceived Benefits, Barriers and Clinical Willingness was published in the Rehabilitation Oncology Journal, serving as Jen’s second publication. She has enjoyed being featured on “The OncoPT Podcast” and serving as a guest contributor for a Medbridge Course About Adolescent and Young Adult Oncology.

  • Demonstrate knowledge of the evidence on exercise and patients with cancer;
  • Identify precautions, indications, and contraindications to be considered when working with individuals under treatment for cancer​;
  • Acknowledge the diversity, complexity, and variability involved in a cancer diagnosis at various life stages; and
  • Establish an understanding of the role of rehab professionals throughout the continuum of care for patients undergoing treatment for cancer in various practice settings​.

The Office of Long-Term Living (OLTL), with support from Mercer Government Human Services Consulting (Mercer), part of Mercer Health & Benefits LLC, is conducting a rate study survey for the following Home and Community-Based Services (HCBS):

  • Adult Day;
  • Structured Day Habilitation;
  • Employment and Training;
  • Personal Assistance (Agency);
  • Personal Assistance (Participant-Directed); and
  • Residential Habilitation.

Please complete the survey for the Calendar Year (CY) 2023, which spans from January 1, 2023, through December 31, 2023, unless it is otherwise specified. Please submit the survey by Friday, August 23, 2024. This survey is one piece of the targeted rate review and is intended to collect current provider rate and wage data and general feedback on the challenges of providing these services. The information collected in this survey will be used to assist in developing a point of reference for the rate range to evaluate current payment rates. In addition to results from this survey, the review will include payment rate information from Managed Care Organizations (MCO) in OLTL claims data, recent legislative policies, department expectations, and other data obtained from publicly available sources.

HCBS providers that delivered multiple service categories during CY 2023 should fill out this survey separately for each service category you delivered.

HCBS providers that did not deliver any of the service categories listed above should disregard this survey. OLTL is partnering with Mercer to perform a rate study exclusive to the service categories listed above at this time.

The information collected for this survey will be used for both this rate study and to meet the requirements of House Bill 1300 from the 2023–2024 Pennsylvania General Assembly regular session. The information you provide will remain confidential and private and will only be shared publicly through high level summary reports that do not include provider level detail. Please comply with the Health Insurance Portability and Accountability Act (HIPPA) and do not share any protected health information (PHI) within your survey responses.

You can review the survey questions before starting the survey. This survey tool does not allow individuals to save and go back to answer questions. Please have all your agency information such as wages, employee information, and financial statements readily available. This will help you to submit accurate information when answering the questions.

The Centers for Medicare and Medicaid Services (CMS) has recognized traumatic brain injury (TBI) as a chronic health condition. TBI has been added to CMS’ list of chronic conditions for chronic special needs plans (C-SNPs) through its Medicare Advantage program, effective for the January 2025 plan year.

The addition of TBI to the list of chronic conditions was included in a final rule published by CMS in the June 2024 Federal Register, which will become effective on January 1, 2025. Obtaining official recognition of TBI as a chronic condition from CMS is a significant step forward and provides validation that brain injury should be more broadly recognized as a chronic condition.

In March 2024, the Brain Injury Association of America (BIAA) published a position paper requesting CMS, along with the Centers for Disease Control and Prevention (CDC), to designate brain injury as a chronic condition. Formal recognition, the paper states, has the potential to provide several advantages for people with brain injury, including the allocation of additional public health resources to focus on the lifelong effects of brain injury as well as health insurance plans, primarily Medicare and Medicaid, providing additional benefits and other supports as they do for other chronic health conditions. The greatest benefit, however, would be an increase in public awareness of the long-term effects of brain injury that affect the estimated 5 million Americans with a brain injury-related disability.

BIAA will be hosting a live Question and Answer (Q&A) session in the near future to discuss these changes and future tools and resources to assist survivors and their loved ones advocate for further expanding coverage.

RCPA is excited to once again host the RCPA PAC silent auction, which is to be held in conjunction with the RCPA conference. The silent auction will take place outside Connections Hall during the conference, and we are looking to attract the attention of over 700 attendees, including registrants, presenters, exhibitors, and sponsors. The Department of Human Services has released a new Request for Information (RFI) to assist in determining possible implementation needs for the Commonwealth’s proposed 1115 Demonstration Waiver titled, Bridges to Success: Keystones of Health for Pennsylvania. This RFI will help inform a potential scope of work for private, public, and nonprofit organizations that could serve in the future as a program administrator for the program. If approved and implemented, Keystones of Health would bring new resources to Pennsylvaniaʼs Medicaid program to address health-related social needs (HRSN) that have a direct impact on health care spending and health outcomes. Responses to the RFI are due August 19, 2024 by 12:00 pm.

The proposed Keystones of Health program seeks to expand tools available to address critical health care needs of Pennsylvanians in four main areas: reentry supports, housing resources, food and nutrition services, and continuous health coverage for children under the age of six. This RFI seeks information to assist DHS in implementing the proposed housing, food, and nutrition services for beneficiaries. Through this RFI, the department is seeking knowledge about potential program administrator responsibilities and capabilities for administering these HRSN services. The RFI will also inform aspects of the DHS implementation plan that is currently in development, while the Commonwealth collaborates with the Centers for Medicare & Medicaid Services to secure approval. The department encourages respondents and other interested parties to provide feedback by responding to the RFI.

Section 1115 of the Social Security Act gives the federal government the ability to waive certain federal rules that govern Medicaid to allow states to design and evaluate new state pilot projects that promote the general goals of the Medicaid program, helping people live healthier lives. Section 1115 waivers are a major pathway for state innovation in the Medicaid program that many states have leveraged. If approved, and the necessary state funds are appropriated, it would allow DHS to introduce innovative programs and services that address health-related social needs that can improve health and quality of life for Pennsylvanians who access health care through Medicaid.

Due to the Microsoft technology outages that have been reported as of Friday, July 19, the Pennsylvania Emergency Management Agency (PEMA) would like to assess the impacts to Pennsylvania Department of Human Services (DHS) licensing. DHS is asking that DHS-licensed entities complete a short survey as it pertains to any of their licensed facilities to determine the impact at the facility level.

Please note that if the outage has affected your facility, you are advised to contact your regional program office. If the disruption is critical, please also contact your local emergency management agency. DHS asks that the survey be completed as soon as possible.
