The Alliance of Community Service Providers has opened online registration for their 16th Annual Conference for Direct Support Professionals (DSP). The event will be held Friday, April 20, 2018, from 8:00 am to 4:00 pm at the Philadelphia Hilton on City Avenue. The conference is open to all direct support professional staff who provide services to individuals with intellectual disabilities, behavioral health needs, and/or substance use disorders.

Several workshops are scheduled throughout the day focusing on adult mental health, children and families, addictions, intellectual disabilities, advocacy, and professional development. For more information and to register, use this link.

The PA Rehab Association (PRA) is conducting their Annual Professional Development Institute on Thursday, March 22, 2018, at the Conference Center of Central Penn College in Summerdale PA. Please refer to this announcement for a brief program description. The event will feature experts from CVS Health and Geisinger Marworth to present information on the impact of the opioid crisis and implications for treatment, recovery, and return to work. There will be a launch of the first annual policy forum to discuss the benefits and opportunities created by the Workforce Innovation and Opportunity Act (WIOA) of 2014. There are many breakout sessions on topics such as Young Vocational Rehab (VR) Professional Career Pathways, Transition Innovation and Best Practices, Ethical Job Interview Disclosure, Case and Time Management Practices, Ethical Considerations for the Rehab Professional, Undergrad and Graduate Rehab Education, and Counseling Student Poster Presentations. Continuing education credits are anticipated.

This event expects to draw rehabilitation stakeholders from various organizations including the state Office of Vocational Rehabilitation (OVR), community provider organizations, undergraduate and graduate rehabilitation education, faculty from Clarion University, University of Scranton, Penn State University, and business and HR professionals who engage in promoting diversity and inclusive practices for hiring people with disabilities.

The Office of Developmental Programs (ODP) and Temple University’s Institute on Protective Services are holding two investigator forums Thursday, March 29, 2018. The featured topic for the sessions will be Peer Reviews (that are being completed by Temple) and Updates on the Administrative Review Course. The calls will allow participants to network, share best practices, and receive technical assistance in an effort to improve the quality of all investigations. RCPA is pleased to offer this informative training, presented by Karen Welton, Community Outreach and Resource Planning Specialist for the US Department of Labor, Wage and Hour Division. Topics will include a general overview of the Fair Labor Standard Act (FLSA); Section 14(c) requirements of the FLSA; Work Innovation and Opportunity Act (WIOA) requirements for certificate holders; and requirements for certificate holders with federal contracts under the SCA.

The training will be held Thursday, May 3, 2018, at the Park Inn by Radisson in Clarion, PA, from 9:00 am to 12:00 pm. Sign-in will begin at 8:30 that morning. This training is FREE to RCPA members, but advance registration is required. The training will also be available via webcast.

ODP issued Memo 023-18 to address an omission to the Life Sharing provider specialty codes on page 146 of the ISP Manual. Specialty code 522 – “Family Living Homes – 6500” was omitted as one of the pertinent codes when the person(s) receiving Life Sharing services in the home needs an average of 30 hours or more of direct training and assistance per week from the agency, the county intellectual disability program, or the host family. The ISP Manual has been updated to fix this omission.

The omission created confusion regarding the service as provided by relatives or non-relatives, and which provider specialty code should be used for enrollment and billing purposes. The updated service codes for the Life Sharing service can be found in the ISP Manual.

Governor Wolf issued an official proclamation declaring March as National Developmental Disabilities Awareness Month. The proclamation highlights initiatives launched by the Wolf administration and the Department of Human Services (DHS), as well as the importance of the Information Sharing and Advisory Committee (ISAC) and the “Everyday Lives: Values in Action.

The Office of Developmental Programs (ODP) has announced that there are now additional sessions of the face-to-face training available. The new Community Participation Supports service included in the Consolidated and Person/Family Directed Support (P/FDS) Waivers requires all staff to complete a department approved training on Community Participation Support by July 1, 2018. The Train the Trainer version of the Community Participation Supports for Direct Support Professionals is a hybrid of the online and face-to-face training, and prepares agency staff responsible for training Direct Support Professionals (DSPs) in the Community Participation Supports curriculum. Attendance at one of the sessions is required to access Train the Trainer materials and to provide the instructor-led training. For more information, see the full OPD announcement here.

The Office of Developmental Programs (ODP) announced that it has made available the draft Home and Community Based Services (HCBS) Provider Self-Assessment Tools for public comment. Providers of the following services will be required to complete the HCBS Provider Self-Assessment in response to the HCBS Settings Rule published by the Centers for Medicare and Medicaid Services (CMS) in 2014:

  • Community Participation Support in the Consolidated, Person/Family-Directed Support and/or Community Living Waivers
  • Day Habilitation in the Adult Autism Waiver and/or Adult Community Autism Program
  • Residential Habilitation in the Consolidated Waiver and/or Adult Autism Waiver
  • Life Sharing in the Consolidated and/or Community Living waivers
  • Family Living in the Adult Autism Waiver

The HCBS Settings Rule requires that states assess all residential and non-residential settings which receive funding or payment through an approved HCBS waiver. The intent of the HCBS Settings Rule is to:

  • Ensure individuals receiving HCBS have full access to benefits of community living and the opportunity to receive services in the most integrated setting appropriate;
  • Enhance the quality of HCBS; and
  • Provide protections to participants.

ODP piloted draft HCBS Provider Self-Assessment tools for non-residential and residential services in January 2018. Adjustments to the self-assessment instruments were made based on feedback received through the pilot.

The PA HCBS Residential Provider Self-Assessment and PA HCBS Non-Residential Provider Self-Assessment are available for public comment until Friday, March 16, 2018.

The Office of Developmental Programs (ODP) announced that a new supports coordinator (SC) orientation course is now available on MyODP. The title of the course is You are the Keystone for Individuals and Families. New supports coordinators and targeted supports managers (TSM) must complete the ODP required SC Orientation Curriculum, including this new course. The SC Orientation Curriculum must be completed within 30 days of hire and completed prior to a new SC or TSM working independently with an individual.

Though the entire SC curriculum is required for a new SC or TSM, this specific course provides valuable information, useful for a refresher at any time for any SC or TSM, about their role in the context of the human services system in which he or she works to support individuals and families.
