Message from the Provider Relief Bureau of the Health Resources and Services Administration (HRSA):

HRSA is making more than $413 million in Provider Relief Fund (PRF) Phase 4 General Distribution payments to more than 3,600 providers across the country this week.

Providers received an email notification Monday, March 21 if their application was among those processed in this latest batch. HRSA is working to review all remaining applications as quickly as possible.

With this announcement, a total of nearly $12 billion in PRF Phase 4 payments has now been distributed to more than 82,000 providers in all 50 states, Washington D.C., and five territories. This is in addition to HRSA’s distribution of American Rescue Plan (ARP) Rural payments, totaling nearly $7.5 billion in funding to more than 44,000 providers since November 2021.

  • HHS updated the state-by-state table detailing all Phase 4 payments made to date.
  • As individual providers agree to the terms and conditions of Phase 4 payments, it will be reflected on the public dataset.

Governor Tom Wolf recently responded to provider concerns over the language in the pending HealthChoices contracts as it relates to work force stoppages. The State added this language to limit service interruptions based upon an agency’s previous work stoppages. Providers raised the issue that inclusion of these provisions serves as a subsidiary policy goal of mandating health care unionization

The Self-Determination Housing of Pennsylvania (SDHP) Conference “Housing as a Human Right: Elevating Accessible Solutions” is coming up on May 5, 2022. This one-day conference is being held at the Holiday Inn Hershey/Harrisburg and will focus on expanding choice and control in housing for people with disabilities. The conference will include both in-person and some virtual programming. The conference will bring together leaders from across the commonwealth to discuss best practices and trends in accessible housing as well as address the systemic issues that people with disabilities face every day.

The Department of Human Services’ (DHS) Office of Long-Term Living (OLTL) has announced they will be conducting a webinar about the PA Achieving a Better Life Experience (ABLE) Savings Program on April 20, 2022, from 10:00 am–11:00 am. A PA ABLE account gives individuals with qualifying disabilities (eligible individuals) and their families and friends a tax-free way to save for disability-related expenses while maintaining government benefits. The webinar will be presented by a representative from the PA Treasury Department.

OLTL Service Coordinators (SCs), Direct Service Providers (DSPs), Community HealthChoices Managed Care Organization (CHC MCO) staff, and any individuals that work on employment are strongly encouraged to participate in this webinar, which will help you understand the PA ABLE Program and how it can benefit the OLTL participants you serve.
