The Centers for Medicare & Medicaid Services (CMS) is hosting a webinar to advance learning and share recommendations from the intensive on Quality Jobs Equal Quality Care: Building Capacity in the Direct Care Workforce that was held at ADvancing States’ Home and Community-Based Services (HCBS) Conference on December 3, 2020.

The direct service workforce (DSW) plays a key role in efforts to rebalance long-term services and supports systems from institutional to community-based services. Direct service workers provide essential support for many people, contribute to overall health care quality, and promote community inclusion and independence.

Many stakeholders can help to build the capacity of the DSW, but state Medicaid agencies are uniquely positioned to lead changes. This webinar will highlight capacity building strategies shared by states during the HCBS Conference intensive. The webinar is open to the public and will focus on strategies for state Medicaid agencies, state agency partners, managed care plans, and HCBS providers.

By the end of this interactive webinar, participants will:

  1. Learn more about DSW challenges, approaches, and promising practices related to providing person-centered care, coordinating care across settings and systems, and encouraging professional development.
  2. Hear directly from state Medicaid agencies about promising practices supporting capacity building in the DSW.
  3. Provide feedback through interactive polling and discussion on the recommendations identified by participants of the HCBS Conference intensive.
  4. Find out more about an upcoming learning collaborative and other future DSW learning opportunities for state Medicaid agencies.

The next Managed Long-Term Services and Supports (MLTSS) Subcommittee meeting is planned for Tuesday, May 4, 2021 via webinar from 10:00 am–1:00 pm. The last year has been an exceptionally difficult year for all Americans, but for the disability community, it has been especially taxing. As our world has changed, many needs have become heightened and have shifted. We would like to hear your opinions on our program comment period for our fiscal year 2022 annual program goals and objectives. Disability Rights Pennsylvania (DRP) invites public feedback on the issues that matter most to individuals with disabilities, along with the families and organizations supporting them. August 1, 2021 will be the final day to offer public comments.

DRP will also be hosting 8 forums for community members to communicate directly with DRP on our Goals and Objectives. If you would like to be notified of upcoming forums, join our mailing list for upcoming information on how to register.

Specifically, DRP asks to hear your ideas about the impact of COVID-19, and any associated advocacy that should be facilitated because of the virus, the vaccination process, as well as current, new, and emerging issues since last year’s comment period. As outlined in Governor Wolf’s PASmart initiative, most good paying jobs in Pennsylvania, and across the country, over the next decade will require some form of education or training in the fields of Computer Science (CS) and Science, Technology, Engineering, and Mathematics (STEM). To help meet this demand, Pennsylvania, under the leadership of Governor Wolf and Acting Secretary of Education Ortega, is working to create and expand access to computer science learning for all.

The CSforALL-PA Summit offers educators, leaders, and stakeholders the opportunity to share, discuss, and collaboratively develop tools, resources, and practices for CS learning experiences. The Summit specifically focuses on equitably serving historically underserved populations including students with disabilities, English learners, and females. The theme for 2021, CS Celebrations, honors how educators across the commonwealth created, adapted, and expanded CS learning opportunities throughout a year of change.

Please assist the Information Sharing and Advisory committee (ISAC) in disseminating the ‘’We are listening and learning’’ Survey. This survey is aimed at identifying and understanding any racial inequity within the Office of Developmental Programs’ (ODP) service system. Information gathered will be used to guide ISAC future planning activities. Survey takers are anonymous. Those who wish to provide additional information after taking the survey should contact Grace Cooper via email at c-gracefaycooper@temple.edu.

Earlier this month, the Department of Human Services launched the We Can Work! campaign — an effort to educate the public about employment support and opportunities for people with disabilities and how DHS’ programs can help facilitate job connections and training programs.

The campaign also focuses on sharing the stories of people who use DHS services and have enriching employment while still maintaining supports through Medicaid. The campaign features Yasom and Josie, who both receive services and supports through DHS programs. Ads are running on social media and other digital platforms through early summer.

The We Can Work! website includes the following:

  • how people with disabilities can see if they qualify for Medicaid
  • employment supports for people covered by Medicaid
  • additional resources for people seeking employment
  • Josie’s and Yasom’s stories

If you have feedback or suggestions for the website, we welcome it so we can develop this resource further over time. If you have an employment story you’d like to share or other feedback, please email the DHS’ office directly.
