Today, RCPA staff watched the Governor’s budget address and attended the Department of Human Services (DHS) 2022/23 Budget Overview webinar. After listening to the Governor and DHS, there were some positive takeaways for RCPA members. Specifically, the Governor is requesting:

  • $50 million, or a 44% increase to state supplemental programs for aged, blind, and individuals with disabilities, to increase the personal care home state supplement from $439.30 to $1,351.80 per month;
  • $75 million in federal funds to recruit and retain behavioral health providers;
  • $36.6 million to invest in critical county behavioral health services;
  • $15 million in federal funds to stabilize payments to substance use disorder treatment providers and assist with pandemic related expenses; and
  • $18.8 million to serve an additional 832 individuals with intellectual disabilities and autism currently waiting for services.

The Governor also proposed increasing the state’s minimum wage to $12 per hour effective July 1, 2022, including tipped workers, with 50 cent annual increases up to $15 per hour ($74.6 million direct revenue increase).

The above are some highlights from both the Governor’s budget request and the DHS presentation. While some of the Governor’s asks may seem beneficial to members, RCPA staff will be reviewing the more detailed spreadsheets we received from the Governor’s office. Once RCPA staff have had the opportunity to review and analyze these spreadsheets, members will receive a more detailed analysis of the Governor’s budget requests. When Carter G. Woodson established “Negro History Week” in 1926, he realized the importance of providing a theme to focus the attention of the public. The intention has never been to dictate or limit the exploration of the Black experience, but to bring to the public’s attention important developments that merit emphasis.

For those interested in the study of identity and ideology, an exploration of the Association for the Study of African American Life and History’s (ASALH) Black History themes is itself instructive. Over the years, the themes reflect changes in how people of African descent in the United States have viewed themselves, the influence of social movements on racial ideologies, and the aspirations of the Black community.

The changes notwithstanding, the list reveals an overarching continuity to exploring historical issues of importance to people of African descent and race relations in America.*

ODP Announcement 21-091 provides notice that the Federal Supplemental Security Income (SSI) payment will increase beginning January 2022. Effective January 2022, the SSA increased the SSI allotment by 5.9 percent to reflect an increase in the cost of living. This raises the maximum monthly income to $841 for an eligible individual, $1,261 for an eligible individual with an eligible spouse, and $421 for an essential person. There is no anticipated increase in the State Supplementary Payment (SSP) for 2022.

To account for the new COLA, Room and Board contracts should be reviewed to determine appropriate adjustment for those living in homes operated by Residential Habilitation or Life Sharing providers who collect room and board fees from individuals enrolled in the Consolidated, Community Living, and Adult Autism Waivers and providers of base-funded residential habilitation and life sharing services.

SSI is a federal program that provides benefits to adults and children who meet the SSA’s requirements for disability, income, and resources. This income benefit is designed to help qualified individuals meet basic needs for food, clothing, and shelter. Periodically, a COLA affects the maximum monthly allotment.

The Room and Board Contract (DP 1051) is found on MyODP.org at the following path: Resources > Intellectual Disability > Forms. Office of Developmental Programs. Beginning July 1, 2020, the requirements for Room and Board as established in 55 Pa. Code Chapter 6100 must be followed.

ODP is in the process of replacing the DP 1051 form to reflect Sections §§6100.681–6100.694 that providers will begin to use. The current DP 1051 will continue to be accepted as current until the annual due date or until a change requires that a new form is completed.

ODP will be releasing a bulletin to stakeholders regarding the new room and board requirements with the 6100 regulations. This bulletin will also inform stakeholders of the new form and where it can be found on myodp.org.

The Centers for Medicare & Medicaid Services (CMS) has approved the Office of Long-Term Living’s (OLTL) Community HealthChoices (CHC) Waiver amendment. The amendment is effective January 1, 2022.

The changes in the approved amendment include:

  • Revised service definitions, service limitations, and/or provider qualifications for the following CHC waiver services:
    • Adult Daily Living;
    • Home Adaptations;
    • Participant-Directed Community Supports;
    • Personal Assistance Services;
    • Personal Emergency Response System (PERS);
    • Specialized Medical Equipment and Supplies; and
    • Vehicle Modifications.
  • Revised waiver performance measures.
  • Revised number of unduplicated recipients for Waiver Years 3–5 and revised corresponding cost neutrality estimates.
  • Revised Service Coordinator selection or assignment time frame from 14 days to 7 days to be consistent with the CHC Agreement.

A Leadership Development Training Program

C2P2 is designed for:

  • Adults with intellectual disabilities and/or on the autism spectrum, and for
  • Parents of school age children with intellectual disabilities and/or on the autism spectrum.

C2P2 participants make a commitment to attend multiple two-day training sessions throughout the course of the year.

  • Social distancing and masking for in-person activities are strongly encouraged and may be required by the funder, venue, or other rules.
