Mental Health America has released their State of Mental Health in America 2025 Report. The report highlights the latest national data and provides state-level rankings on mental health and wellbeing in the U.S. It serves as a collection of data across all 50 states and the District of Columbia, with the goal of providing a snapshot of mental health status among youth and adults, tracking changes in prevalence of mental health issues and access to mental health care, and understanding how changes in national data reflect the impact of legislation and policies.

The report highlights:

  • Prevalence of mental health and substance use issues;
  • Access to adequate insurance and mental health care; and
  • Which states have higher barriers in accessing mental health care.

Pennsylvania ranked 7th in the overall rankings, indicating a lower prevalence of mental illness and higher rates of access to care. Individually, PA was ranked 4th in access to care, 30th in prevalence of any mental illness, and 31st in mental health workforce availability.

The Employment First Cabinet Report has been published.

Employment First is about making sure that every person, who wants to, has the chance to work in a competitive integrated environment, supported and empowered by their employer, their colleagues, and their government.

The Shapiro-Davis Administration is committed to upholding the values and goals laid out in Act 36 to enhance employment outcomes for individuals with a disability. As required by the Act, this annual report contains information about progress made since the last report was issued and provides insight into the strategic direction of the Commonwealth as advised by the Cabinet and EFOC, ensuring individuals with disabilities have opportunities to achieve economic independence through CIE.

This annual report by the Employment First Cabinet has six thematic sections:

  • Service Provision and Benefit Coordination;
  • Accessibility;
  • The Commonwealth as a Model Employer;
  • Other Agency Initiatives;
  • Response to Employment First Oversight Commission (EFOC) Report; and
  • Recommendations and Future Direction.

The Rehabilitation Act of 1973, as amended by Title IV of the Workforce Innovation and Opportunity Act (WIOA), requires State Rehabilitation Councils (SRC) to submit an annual report to the Rehabilitation Services Administration (RSA) and to the Governor of the State on the status of vocational rehabilitation programs operated within the State. The report also provides an excellent resource to learn more about the PaRC.

The Bureau of Human Services Licensing (BHSL) has released the 2019 and 2020 annual reports on Personal Care Home (PCH) licensing. The reports describe the characteristics of PCHs, needs of individuals served, number and types of inspections completed, number of complaints investigated, enforcement actions taken, provision of technical assistance to operators, and other methods used by BHSL to achieve its mission of protecting individuals.

In 2018, Governor Wolf signed a bipartisan bill with unanimous support from the General Assembly into law. Act 36 of 2018 is known as the Employment First Act [PA Law 229]. The purpose of the Employment First Act (Act 36) is to “ensure that individuals with a disability be given the opportunity to achieve economic independence through jobs that pay competitive wages in community integrated settings.”

In an effort to reach this goal, the PA Employment First Oversight Commission was formed. Stephen Suroviec, Commission Chair, is President and Chief Executive Officer of Achieva and an RCPA member. Other RCPA members, including RCPA President and CEO Richard Edley, also serve on the commission. The commission was charged with:

  • Establishing measurable goals and objectives governing the implementation of the Act;
  • Tracking the measurable progress of public agencies in implementing the Act; and
  • Issuing an annual report that:
    • Details the progress made on each of the measurable goals and objectives during the preceding fiscal year, and
    • Includes recommendations to the Governor and the General Assembly for effective strategies and policies needed to support the implementation of this act.
