SUD Workforce Trends in Pennsylvania: Strengths and Opportunities for Improvement

The U.S. faces critical behavioral health workforce shortages, with HRSA projecting a 49% increase in demand for care alongside an 11% decrease in available clinical professionals. These shortages are particularly pronounced in the SUD workforce regarding access to essential treatments. Inevitability, workforce challenges impact patients, who may encounter restricted access in underserved areas and compromised care quality.

Shatterproof Treatment Atlas has collected data on SUD treatment delivery from over 4,500 facilities. This data offers insights into staff composition, clinical focus, and training, aiding efforts to strengthen the SUD workforce and ensure positive patient outcomes.

This workshop also analyzes SUD workforce trends in Pennsylvania and other states. Participants will engage in discussions on workforce challenges, existing models, and innovative solutions to support staff in delivering high-quality SUD care.

Objectives: Following this course, the learner will:

  • Explore staffing trends across Pennsylvania SUD treatment sites to understand areas of strength and opportunities for improvement;
  • Analyze and compare Pennsylvania SUD treatment staffing against other states to understand progress at the local and multi-state levels; and
  • Evaluate potential solutions to support and enhance SUD treatment staffing in Pennsylvania based on available data and their own experiences in the field.

The Pennsylvania Department of Drug and Alcohol Programs announced an open enrollment period at the end of 2022 for licensed substance use disorder (SUD) treatment providers in Pennsylvania to submit their information to be included in the Addiction Treatment Locator, Assessment, and Standards Platform (ATLAS). This open enrollment period has been extended through January 13, 2023.

Those who can take advantage of this extension include:

  1. Facilities already included in ATLAS. Providers already enrolled and needing to make changes to their profile information should contact Shatterproof directly.
  2. Facilities that have not submitted the treatment facility survey. Shatterproof will reach out directly to licensed SUD facilities that are not currently included on the tool. There is a streamlined submission process for those organizations with multiple facilities.

By completing the ATLAS survey during this open enrollment period, providers ensure that the information presented in their site’s profile on the ATLAS website is accurate. Providers also gain access to a customized portal that allows them to benchmark and compare their services against their peers. Contact Angad Buttar with questions or to have the treatment facility survey resent to your agency.

On Tuesday, August 2, RCPA member Pyramid Healthcare joined the Department of Drug and Alcohol Programs (DDAP) to encourage use of the free and confidential Addiction Treatment Locator, Assessment, and Standards (ATLAS) platform in Pennsylvania.

ATLAS evaluates addiction treatment facilities’ use of evidence-based best practices based on the Shatterproof National Principles of Care, includes an assessment to understand the appropriate level of care, and offers an easy-to-use dashboard to allow those in need and their loved ones to search for and compare facilities using criteria such as location, services offered, and insurance accepted so they can find the best treatment for their unique needs. ATLAS is fully available in English and Spanish.

Founded in 1999 with headquarters in Altoona, Pyramid Healthcare is recognized as one of the largest, full-continuum providers of substance use treatment for adults and adolescents with 31 program locations in the commonwealth and 85 across seven eastern states.

Forty Gaudenzia treatment locations and a total of 515 substance use disorder treatment facilities across the state have submitted their information to be included in ATLAS. An additional open enrollment period for facilities who missed the first deadline will be available in fall 2022.

Over the last several months, the Pennsylvania Department of Drug and Alcohol Programs (DDAP) has been working toward implementation of a new treatment locator resource called ATLAS® (Addiction Treatment Locator, Assessment, and Standards Platform). Pennsylvania is now currently in the data collection phase for all licensed treatment facilities to be included in ATLAS (though provider participation is not mandatory). As the deadline of January 28, 2022, approaches for completion of the Treatment Data Survey (TDS) portion of the initiative, DDAP Secretary Jennifer Smith highlights the value of this resource to treatment providers and patients.
