SAMHSA Releases Updated CCBHC Quality Measures Guidance
The Substance Abuse and Mental Health Services Administration (SAMHSA) has released updated guidance on the CCBHC Quality Measurements. The guidance provides revisions regarding monitoring of the demonstration project programs:
- Guidance for Quality Measure Transition Planning for Existing Section 223 Demonstration States and Clinics – Transition to Calendar Year as Measurement Year;
- Guidance for Quality Bonus Program Transition Planning for Existing Section 223 Demonstration States and Clinics – Transition to Calendar Year as Measurement Year; and
- Quality Measures for Behavioral Health Clinics Technical Specifications and Resource Manual Preliminary Version September 2023.

National Council for Mental Wellbeing Announces Hill Day on October 18
The National Council for Mental Wellbeing is calling for support to address the ongoing mental health and substance use crises. They are organizing a virtual advocacy event called Hill Day on October 18 from 1:00 pm – 4:00 pm EST, where participants can urge elected officials to focus on key issues such as the behavioral health workforce shortage, establishing Certified Community Behavioral Health Clinics (CCBHC) into federal law, expanding access to substance use care, and investing in crisis care infrastructure. SAMHSA Seeks Public Comment on CCBHC Proposed Prospective Payment System
RCPA ICWC/CCBHC Meeting Rescheduled to May 24
The RCPA ICWC/CCBHC meeting that was originally scheduled for April 11 has been rescheduled to May 24. This is so RCPA Policy Directors and members can view the House Budget Hearings for DHS, which are scheduled April 11. The meeting time will remain the same, 10:00 am – 12:00 pm, as will the format. Please register for the meeting here, and note that if you registered for the April 11 meeting, you will need to re-register for this event.
