Department of Labor

The U.S. Department of Labor’s Wage and Hour Division will offer compliance seminars for contracting agencies, contractors, unions, workers, and other stakeholders on the requirements for paying prevailing wages on federally funded construction and service contracts. Part of the division’s effort to increase awareness and improve compliance, each day-long seminar will include sessions on the Davis-Bacon Act, Service Contract Act, and other related topics. Participants can choose among the sessions offered throughout the day.

The seminars are scheduled on Feb. 27, May 15, and Aug. 29.

Register today. While seminar attendance is free, registration is required. Additional details, including links to the sessions for each date, will be provided to participants after registration.

For additional information on prevailing wage compliance, the division also has an updated video library on the Davis-Bacon and Related Acts, the Service Contract Act, and various executive orders.

On November 7, 2023, RCPA submitted comments to the Department of Labor’s Hour and Wage Division regarding the proposed rule “Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales, and Computer Employees (RIN 1235-AA39).” While we understand the need to modernize and update the Fair Labor Standards Act exemption regulations, RCPA strongly urges DOL to re-examine the proposed new salary threshold in a manner that considers the unique pressures on health care providers, as well as regional variations in the cost of living and average salary for human services providers. As currently written, the proposal unfortunately does not consider the implications of current health care funding for safety net services. Thus, the current proposal would have a potentially devastating effect on health care organizations serving low-income individuals with serious and complex disorders and disabilities, resulting in the need for service cutbacks and program closures.

Pennsylvania Industry Partnership Program (IP) Grant:

The Pennsylvania Department of Labor & Industry (L&I) announces the availability of approximately $4,000,000 in funding for the Pennsylvania Industry Partnership (IP) Program Grant awards. L&I will be supporting Industry Partnership Programming through the competitive award of grants of up to $250,000 to support Industry Partnerships across the commonwealth to improve economic growth, while preparing workers with training for their current positions and future advancement. Projects funded through Industry Partnership grants should identify workforce, education and training, and economic development gaps; coordinate regional needs to support industry needs; identify public and community resources to address industry-identified needs; and increase collaboration among businesses within a targeted industry sector. Eligible applicants include local workforce development boards, non-profit and non-governmental entities, community-based organizations, educational and post-secondary educational organizations, labor organizations, business associations, and economic development entities.

Schools-to-Work Program (STWP) Grant — Round 3:

The Pennsylvania Department of Labor & Industry (L&I) announces the availability of approximately $2,500,000.00 of funding for the Schools-to-Work Program (STWP) Grant award(s). L&I will be establishing a STW Program through the competitive award of a grant(s) to a sponsor(s) in partnership with schools in the commonwealth to support the establishment or enhancement of a workforce development partnership between schools, employers, organizations, or associations to create pre-apprenticeship apprenticeship pathways. This NGA seeks applications to support this statewide initiative. Grant awards may not exceed $250,000.00.
