The Office of Developmental Programs (ODP) has announced the release of the 2022-23 Employment First report. ODP believes that all people with an intellectual disability and/or autism must be encouraged to pursue their vision for an everyday life, which may include working in competitive integrated employment. Competitive integrated employment offers a person an opportunity to achieve economic independence, build self-confidence, enhance self-determination, and meet new people while building new skills. The Everyday Lives: Values in Action publication, developed by the ODP Information Sharing and Advisory Committee (ISAC) which includes self-advocates, reads, “Employment is a centerpiece of adulthood and must be available for every person. The benefits of employment for people with disabilities are significant and are the same as for people without disabilities.” This report serves as an update to all stakeholders on the progress that has been made to support individuals served by ODP on finding and maintaining competitive integrated employment.

The Employment First Community of Practice will hold a three-part webinar series in May on “Value, Outcome and Performance-Based Payment Methodologies to Advance Competitive Integrated Employment.” The webinars will discuss value-based purchasing for Employment First services that support competitive integrated employment as a priority and preferred outcome for people with disabilities. The webinar series coincides with the release of a comprehensive guide on “Value-Based Payment Methodologies to Advance Competitive Integrated Employment: A Mix of Inspiring Examples from Across the Country.” The guide includes an overview of the topic, best practices, case examples from states and state systems, lessons learned, and future opportunities. Participants will be sent an advance copy of the guide, available nationally after the webinar series.

ODP Announcement 19-119 serves to announce the release of the Comprehensive Employment Report for the third quarter, fiscal year 2018/2019.
Pennsylvania became an Employment First State on March 10, 2016, when Governor Tom Wolf signed Executive Order 2016-03, “Establishing ‘Employment First’ Policy and Increasing Competitive-Integrated Employment for Pennsylvanians with a Disability.” The Executive Order established policy for agencies under the Governor’s jurisdiction, requiring competitive-integrated employment be the first consideration and preferred outcome of all publicly-funded education, employment and training, and long-term supports and service programs for working-age Pennsylvanians with a disability. This report provides data demonstrating the results of the efforts focused on increasing the number of individuals employed in a competitive-integrated job. The data shows results by region as well as statewide. The statewide percentage of people competitively employed increased by 1% from July 2018 to March 2019. The report is also available on MyODP.
