The meeting is scheduled for March 24, 2023, from 1:00 pm – 2:30 pm and will be held virtually. The Office of Long-Term Living (OLTL) has issued the following announcement for providers that are working on enrollment applications for services impacted by Electronic Visit Verification (EVV):

Beginning December 16, 2022, certain Provider Type and Specialty Combinations will see a new question concerning EVV on the “Additional Information” web page when completing a provider enrollment application. This information will also be displayed on the Provider Enrollment Summary.

ODP Announcement 22-098 is intended to provide additional clarification on combining partial units as it pertains to Personal Care and Home Health Care Services that are subject to electronic visit verification (EVV), i.e. Respite — unlicensed, Homemaker, Companion, In-Home and Community Supports and Community Supports, Nursing, Occupational Therapy, Physical Therapy, Speech/Language Therapy, and Therapies — Counseling.

All Personal Care and Home Health Care services subject to EVV are permitted to bill units that are based on the total accumulated continuous or non-continuous service time across an individual calendar day or across multiple calendar days. The beginning and end date submitted on a claim detail line informs the system what date range it should look in for time in the EVV Aggregator for the same provider, individual, and service. Once all continuous or non-continuous service time in the aggregator is located, the system will total all the time found and use the total time to calculate units. The total calculated units in the EVV aggregator are then compared to the units submitted on the claim.

As long as the total calculated units found in the EVV aggregator is equal to or greater than the units submitted on the claim detail line, the claim will pass EVV validation and continue moving through the claims adjudication process, where it is subject to plan validation and additional Medical Assistance and ODP specific edits and audits in the Medicaid Management Information System (PROMISe).

Please note that the ODP EVV Technical Guide Version 2.0 is being updated to reflect this clarification about combining partial units for services subject to EVV.

These sessions are scheduled to assist with the completion of the Common Law Employer (CLE) and Direct Care Worker (DCW) packets and provide training on how to use the Electronic Visit Verification (EVV) system. Appointments do not need to be scheduled, and the entire process will take one hour. Session dates and locations are provided below.

Beginning on May 10, 2022, and continuing throughout the month into early June, Tempus and the Community HealthChoices (CHC) Managed Care Organizations (MCOs) will be holding in-person drop-in sessions across the state to assist participants in completing Common Law Employer (CLE) and Direct Care Worker (DCW) packets. They will also be providing training on how to use the Electronic Visit Verification (EVV) system. Tempus will be taking over as the Fiscal/Employer Agent Services for CHC Participant-Directed Services; therefore, participants and DCWs must complete transition packets and attend EVV training. The chart below provides the dates, times, and locations of these drop-in sessions. Attendees do not need to set up an appointment to attend, and the sessions should take approximately one hour. Staff from Tempus and the CHC MCOs will be at each session to answer questions.

A message from the Department of Human Services (DHS):

Attention Personal Care Services (PCS) and Home Health Care Services (HHCS) Providers:

DHS would like to announce that the Alternate EVV Technical Specifications and updated Sandata Alternate EVV Error Handling Overview and Reference Guide are available online for your review prior to the upcoming Alternate EVV Town Hall on April 11, 2022, at 1:00 pm ET (visit here to register). There will be a second session held May 27, 2022, at 12:00 pm ET for any additional questions that may arise.

All Alternate EVV vendors will need to be certified following the new Alternate EVV Technical Specifications published March 30, 2022. Vendors are expected to review the technical specifications document in its entirety and submit any questions during your registration to the Alternate EVV Town Hall.

If a vendor is not certified (due to being new to EVV) or recertified, the EVV visits will not be accepted for any provider agency the vendor supports. For PCS, the claims or encounters will deny because visit data would not be accepted as a result of the vendor not being recertified. 

DHS recommends providers work with their EVV vendor to complete system updates to allow for sufficient time to complete integration testing and the recertification process prior to the Sandata EVV Release. The deployment date is currently expected to be on June 15, 2022. Any changes to this date will be communicated in a future Listserv. The initial certification process can be lengthy, and vendors should prepare accordingly. The minimum recommended time is 7.5 business weeks.
