FAQ

The Office of Developmental Programs (ODP) has provided updated guidance, ODPANN 24-120, on how to provide Life Sharing services to individuals with a Medically Complex Condition (MCC). This FAQ Version 2 includes the previous set of FAQs as well as new ones. There are three attachments to the FAQ to provide further guidance that aligns with ODP’s waivers. ODP will continue to provide additional guidance and will release new versions of the FAQ as needed.

Novitas Solutions, Medicare Administrative Contractor (MAC) for Pennsylvania, continues to release inpatient rehabilitation facility review choice demonstration (IRF RCD) program updates, resources, upcoming educational opportunities, and important deadlines as IRFs in PA go through this implementation process.

IRF RCD was initially implemented in Alabama in 2023, with the second round being implemented in Pennsylvania on June 17, 2024. The Centers for Medicare and Medicaid Services (CMS) created this process to ensure Medicare coverage and documentation requirements are likely met. This program reduces the number of Medicare appeals, improves provider compliance with Medicare program rules, does not alter the Medicare IRF benefit, and should not delay medically necessary care to Medicare beneficiaries.

The Office of Children, Youth & Family has compiled a list of the top 10 frequently asked questions (FAQ) regarding the renewal process for existing Certificates of Compliance/Licenses. These FAQs cover essential information for providers operating under office regulations, including document requirements, submission procedures, and anticipated timelines. Providers can access the Licensing Administration Top 10 FAQs and are able to share these FAQs with relevant personnel. Providers are also encouraged to include their Certificate of Compliance or License number and agency/facility name in all communications with Licensing Administration staff.

The Centers for Medicare & Medicaid Services (CMS) has released a set of frequently asked questions (FAQ) supplementing the 2021 State Health Official (SHO) letter about extending postpartum coverage in Medicaid and the Children’s Health Insurance Program (CHIP). The FAQ offer guidance to state Medicaid programs on the new option allowing states to provide 12 months of extended postpartum coverage to pregnant individuals in Medicaid and CHIP. They clarify what constitutes full benefits during this extended eligibility period and address whether states need to submit a state plan amendment (SPA) for coverage modifications. The Centers for Medicare and Medicaid Services (CMS) has released a number of additional and updated documents related to the inpatient rehabilitation facility (IRF) review choice demonstration (RCD). Included in these documents are:

  • An updated and revised Operational Guide — Clarifies key programmatic details regarding the different review choices and other facets of the demonstration.
  • Frequently Asked Questions Document — The FAQ focuses on major areas of confusion on the choice selection and submission processes, the Pre-Claim Review Track, and medical necessity determinations.
  • Transcript and Recording — From the June 27, 2023, special open-door forum on the IRF RCD.
