FMS

Effective September 1, 2025, there is a rate change in the OBRA Waiver and Act 150 Program for the monthly Financial Management Services (FMS) procedure code W7341. The new FMS monthly ongoing rate is $101.43, starting with the September 1, 2025, date of service.

Home and Community Services Information System (HCSIS) service plans are being updated to reflect the September 1 effective date. Service Coordinators do not need to make any service plan updates for this rate change, as an HCSIS system-wide update is being deployed to make the necessary service data rate updates on the impacted service plans.

The Office of Developmental Program (ODP) has shared ODPANN 24-018. The purpose of this announcement is to inform all interested parties that rolling HCSIS data fixes will be performed starting February 8, 2024, to adjust ISPs to support the transition from Palco, Inc. to the new statewide Vendor Fiscal/Employer Agent (VF/EA) Financial Management Services (FMS) organization, Public Partnership LLC (PPL). The Office of Long-Term Living (OLTL) has announced that Public Partnerships, LLC, has been selected as the new statewide Vendor Fiscal/Employer Agent (VF/EA) for Financial Management Services (FMS) for Fee for Service OLTL-administered programs related to Request for Application RFA 07-21.

The VF/EA performs fiscal-related functions for the operation of participant direction for multiple home and community-based service (HCBS) waivers managed by OLTL. The intent of FMS is to reduce the employer-related burden for participants while making sure Medicaid and Commonwealth funds used to pay for services and supports are managed and disbursed appropriately as authorized. The new contract became effective September 1, 2023.

The Office of Long-Term Living (OLTL) will conduct a Financial Management Services (FMS) stakeholder webinar on October 7, 2022, from 1:00 pm – 2:30 pm. This public meeting will be to discuss upcoming changes for the administration of FMS under the Community HealthChoices (CHC), OBRA Waiver, and Act 150 programs. Representatives from the Office of Long-Term Living (OLTL) and CHC Managed Care Organizations will be in attendance to discuss upcoming changes.
