The Office of Developmental Programs (ODP) is distributing a reissue of the COVID-19 FAQ About Modifications to MedAdmin Requirements. The purpose of this communication is to provide updated information. It states, “Training for non-oral routes of medication administration that is permitted to be provided by a certified trainer can be conducted remotely using video telecommunication technology until November 11, 2023, but must be live, not recorded.”

The Office of Developmental Programs (ODP) has released ODPANN 23-041: Max Number of Hours Per Week of In-Home and Community Support and/or Companion Services That Relatives and Legal Guardians May Provide. The purpose of this announcement is to:

  • Notify stakeholders of the restoration of the maximum number of hours per week of In-Home and Community Support and/or Companion services that multiple relatives and legal guardians may provide, effective November 11, 2023.
  • Clarify the maximum number of hours per week of In-Home and Community Support and/or Companion services that relatives and legal guardians may provide.

The Office of Developmental Programs (ODP) has shared ODPANN 23-040: FY23-24 Renewal Guidance. This communication will provide guidance for the FY 2023/24 renewal period. The following topical areas are addressed in this communication:

  • Federal COVID-19 Public Health Emergency Ending;
  • Leap Year;
  • Person/Family Directed Support (P/FDS) Cap Exceptions;
  • Waiver Rate Load;
  • Needs Level/Needs Group Clean-up;
  • Variance Process for Established Service Requirements;
  • Consolidated Waiver Fee Schedule Residential Rate Exceptions;
  • Reserve to Encumbrance; and
  • Resources.

The Office of Developmental Programs (ODP) has shared an updated version of ODPANN 23-025. This update provides guidance for individuals who previously indicated they wanted to resume Community Participation Support (CPS) services but have not yet continued with the service. Please review the announcement for more information.

In 2020, the Office of Developmental Programs (ODP) Bureau of Supports for Autism and Special Populations (BSASP) clinical team implemented a triage process to prioritize clinical support for participants and teams with high-risk needs. Currently, those participants deemed high-risk are assigned one clinical rep to consult with teams and ensure continuity of support. All other participant teams reach out to the clinical team as needed, but the clinical rep varies depending on the need at that time. The triage process remains fluid, and as participant’s needs change, risks increase, or new concerns arise, so will the level of clinical support. The triage levels are determined by multiple factors, including the information identified within the Periodic Risk Evaluation (PRE) and incident history. This triage process only applies to the ODP-BSASP Clinical Team and does not change any involvement, operational processes, or responsibilities of the Regional Office and the Regional Office Representatives.

New AAW Clinical Referral Process

In an effort to maximize the clinical team resources and triage team needs efficiently, the clinical team is implementing a new referral process for participant teams in the Adult Autism Waiver (AAW) in need of clinical support effective May 15, 2023. This new process will require Supports Coordinators (SCs) to complete an online form to share information about the type of support requested. View the full announcement here. ODP Announcement 23-036 announces that the Consolidated Waiver amendment included new qualification criteria for Life Sharing providers that render services to individuals with a medically complex condition. This communication provides initial guidance for the following:

  • Life Sharing providers, SCs, and AEs who have questions about how to determine if an individual has a medically complex condition and how to complete the DP1090 Form;
  • Life Sharing providers currently serving individuals who may now meet the medically complex condition criteria; or
  • Life Sharing providers that are not currently providing services to individuals who have a verified medically complex condition but may do so in the future, and Life Sharing providers that will serve an individual with a verified medically complex condition who enrolls after publication of this communication.

The Office of Developmental Programs (ODP) understands the need for more guidance, which is actively being developed and will be communicated with stakeholders. Please see the following items for current guidance.

ODP Announcement 23-035 announces that an updated Certified Investigator Peer Review Manual (CIPR) is now available. Agency Board of Directors and Human Rights Committee members, Agency Administrative, Management and Risk Management staff, Administrative Entities (AEs), Supports Coordination Organizations (SCOs), Supports Coordinators (SCs), Direct Service Providers (DSPs), and Contracted Entities that are responsible for participating in the Peer Review process for investigations that are conducted as a requirement under Incident Management Bulletin 00-21-02 and under Chapter 6100.404 Final Incident Report should all be familiar with the information contained in the manual.

All prospective and current Certified Investigators (CI), Administrative Review Committee members, and other administrative staff are required to be familiar with the 2023 CIPR Manual to ensure their understanding and use of the standards and protocols contained in it. In order to align with Incident Management (IM) Bulletin 00-21-02 (effective on July 1, 2021) and the Enterprise Incident Management (EIM) system, several new or expanded topics have been added to the manual. This document replaces the manual that was published in 2021.

Agency Board of Directors and Human Rights committee members, Agency Administrative, Management and Risk Management staff, Administrative Entities (AEs), Supports Coordination Organizations (SCOs), Supports Coordinators (SCs), Direct Service Providers (DSPs), and Contracted Entities that are responsible for reviewing critical incident investigations as required under Incident Management Bulletin 00-21-02 and under Chapter 6100.404 Final Incident Report should all be familiar with the information contained in this manual.

All prospective and current Administrative Review Committee members and other administrative staff are required to be familiar with the Administrative Review process guidelines that are outlined in the manual and should review the entire 2023 Administrative Review Process Manual to ensure their understanding and use of the standards and protocols contained in it.

In order to align with Incident Management (IM) Bulletin 00-21-02 (effective July 1, 2021) and the Enterprise Incident Management (EIM) system, several new or expanded topics have been added to the manual. This document replaces the manual that was published in 2021.
