On June 30, 2019, the continuity of care period for long-term services and supports (LTSS) for Phase II (southeast region) ended. As a result, Community HealthChoices (CHC) is now live in this region of the state. Providers should be aware of questions this may generate from CHC participants, such as a change to their service coordinator or a change they may experience with the services they receive (amount, duration, or frequency).

A CHC Managed Care Organization (MCO) must notify the Office of Long-Term Living (OLTL) in writing of its intent to terminate contracts with a provider, and services that a provider offers, 90 days before the termination’s effective date. Procedures to address the termination’s impact on participants should be in place and participants must be notified in writing 45 days before the effective date.

OLTL will continue to monitor notification requirements, service plan changes, service denial notices, complaints, and grievances despite the continuity of care period ending. CHC-MCOs will be held accountable for meeting notification requirements to ensure participants are properly informed and continue to receive necessary services without unexpected disruption.

Participants with questions or concerns about changes to services or service delivery should contact their CHC-MCO. If questions remain after talking with their CHC-MCO, participants can contact OLTL at 800-757-5042.

The next Community HealthChoices (CHC) Third Thursday webinar has been scheduled for January 17, 2019, 1:30 pm – 3:00 pm. Some of the agenda topics to be included during this webinar include updates from Deputy Secretary Kevin Hancock on the initial CHC implementation efforts in the Southeast; and Randy Nolen will lead a discussion on launch indicators and Operations Reports data. In addition, the Office of Long-Term Living (OLTL) Chief Medical Officer, Dr. Lawrence Appel, will present on quality activities and performance measures in the Southwest from the first year of CHC.

To participate in the webinar, participants need to register. After participants register, a confirmation email will be sent containing information about joining the webinar.

The Office of Long-Term Living (OLTL) recently issued a notice to share that Community HealthChoices (CHC) pre-transition notices were being sent this week to individuals eligible for CHC in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. If members receive questions from eligible enrollees, they should encourage them to visit the HealthChoices website for more details or to enroll in information sessions. Please note that information sessions are intended for potential enrollees, and providers may attend only if they are not taking a spot from a potential enrollee. A copy of the notices and all CHC participant communications are available online.

OLTL also issued a CHC Complaints and Grievances Fact Sheet. CHC offers protections for participants who disagree with a CHC managed care organization (CHC-MCO) decision to deny or decrease a service or approve a service or item that differs from what was requested. Participants also have protections if they are dissatisfied with their CHC-MCO.

The Office of Long-Term Living (OLTL) released the following notice to Service Coordination Entities (SCEs) regarding a procedure code change for Cognitive Rehabilitation Therapy (CRT) Services.

This notice is to advise all SCEs that due to 2018 Healthcare Common Procedure Coding System (HCPCS) updates, the procedure code for Cognitive Rehabilitation in the Independence and OBRA Waivers will change effective 7/1/18. The service procedure code 97532 SE will be end-dated as of 6/30/2018. The new service procedure code for Cognitive Rehabilitation is 97127 and will be effective 7/1/18. The service definition and units of service remain the same. OLTL requires the attention and assistance of SCEs in order to update the service procedure code for HCSIS Fiscal Year (FY) 2018-2019 service plans.

OLTL is systemically removing the service procedure code of 97532 SE from any impacted HCSIS FY 2018-2019 service plans in order to end-date service contracts and offerings as of 6/30/18 for providers enrolled to render the service. A system update must be completed prior to making the new service procedure code of 97127 available for selection onto service plans.  A data fix is scheduled to occur in HCSIS on 6/21/18 to remove the remaining impacted 97532 SE service lines from FY 2018-2019 service plans. Please do not add the service 97532 SE to any additional FY 2018-2019 service plans as this will impact the success of the data fix. The new service procedure code of 97127 will be added to HCSIS and available for selection onto service plans as of 6/25/18. Service Coordinators (SCs) will be required to add the new service code for impacted FY 2018-2019 service plans.

Once the service is available for selection onto FY 2018-2019 service plans, SCs will then submit a Critical Revision to OLTL for review and approval for the addition of the new service procedure code 97127. OLTL’s Service Plan Review Team within the Bureau of Participant Operations will be communicating with SCEs that are directly impacted by this service procedure code change. A separate email communication will be sent to impacted SCEs to provide additional detail and guidance.

Due to the Southeast Community HealthChoices (CHC) provider meetings being held in Philadelphia on June 4 – June 8, 2018, the Managed Long-Term Services and Supports (MLTSS) Subcommittee meeting scheduled for June 6, 2018 has been rescheduled for Wednesday, May 30, 2018. The May 30 MLTSS Subcommittee meeting will be held at the Pennsylvania Department of Education, Honor’s Suite, 1st Floor, 333 Market Street Tower, Harrisburg, PA 17126 from 10:00 am to 1:00 pm.

On January 24, the Office of Long-Term Living (OLTL) sent an email to Community HealthChoices (CHC) providers stating “All OLTL Direct Service Providers will now submit critical incidents into EIM for participants enrolled in CHC.” Pennsylvania Health and Wellness is offering two webinars on March 28 to train providers on using the system.
