The next MLTSS Subcommittee meeting is scheduled for October 4, 2023, from 10:00 am – 1:00 pm in the PA Department of Education’s Honors Suite at 333 Market St. in Harrisburg, PA. On September 7, 2023, the Pennsylvania Department of Human Services (DHS) Office of Long-Term Living (OLTL) will be offering a webinar on the topic of the PA Achieving a Better Life Experience (ABLE) Savings Program from 10:00 am – 11:00 am. A PA ABLE account provides individuals with qualifying disabilities, as well as their families and friends, a tax-free way to save for disability-related expenses while maintaining government benefits. Federal and state law authorized the creation of PA ABLE accounts. The webinar/presentation will be given by a Representative of the PA Treasury Department.

OLTL Service Coordinators, Direct Service Providers, Community HealthChoices (CHC) managed care organization (MCO) staff, and any individuals that work on employment are strongly encouraged to participate in this webinar. It will help you understand the PA ABLE Program and how it can benefit OLTL participants.

Last week, the Office of Long-Term Living (OLTL) issued the following message to clarify criminal history background checks and child abuse history requirements:

In accordance with 55 Pa. Code § 52.19(d), hiring policies shall be in accordance with the PA Department of Aging’s (PDA) Older Adults Protective Services Act policy as posted on the PDA website. The Criminal History Background Checks page of the PDA website contains an OAPSA and Act 28 Summary, which summarizes criminal history background checks. The process is as follows:

All applicants must submit to a PA State Police (PSP) criminal history background check. Applicants can use the online process at Pennsylvania Access to Criminal History (PATCH) or mail the request with a money order or cashier’s check made payable to “Commonwealth of PA” to the State Police for processing. If there is no criminal record, the PSP will forward a letter stating the same. If there is a criminal record, the PSP will forward a copy of the rap sheet to the requester.

If the applicant has not been a PA resident for the two consecutive years before application, they will need to have a PSP criminal history background check completed and an FBI Background Check. All requests for FBI background checks must be made directly through 3MCogent Systems, a 3rd party electronic background check processor contracted by the Department of Aging. The fingerprinting registration process is conducted through Cogent online. The fee for the FBI background check is $23.00. The fingerprints will be forwarded to the FBI for processing by PDA. When the application has been processed by the FBI, the results will be returned to PDA. PDA will send letters to both the facility & applicant. The applicant will receive a copy of the FBI criminal history record information if applicable.
Note: It’s possible that the fee for FBI background checks cited above could change over time.

In addition, agency employees who will be providing services in a home where children reside must also obtain a Child Abuse History Certification from the PA Department of Human Services (DHS). Child Abuse History Certifications are obtained online at the Child Welfare Portal, or through the PA DHS ChildLine and Abuse Registry, P.O. Box 8170, Harrisburg, Pennsylvania 17105-8170, (717) 783-6211 or toll free at (877) 371-5422. More information is available at the PA DHS Child Abuse History Certification website. Prior to provisionally hiring a person for employment as described in 55 Pa. Code Ch. 52.20, the clearances required prior to providing services in homes where children reside must be completed.

During a recent Home and Community-Based Services (HCBS) provider call, a number of issues and concerns were raised specific to AmeriHealth Caritas/Keystone to the Office of Long-Term Living (OLTL) staff. OLTL decided to schedule a call with staff from AmeriHealth Caritas/Keystone and providers that utilize them as their Community HealthChoices (CHC) Managed Care Organization (MCO). Some of the topics to be discussed include the CHC-MCO scorecard, timeliness and length of time for authorizations, terminations, and issues about HHA.

Beginning in June 2023, the Office of Long-Term Living (OLTL) will hold Listen and Learn sessions with OLTL program participants across the Commonwealth.

OLTL provides Medical Assistance (MA) coverage and long-term services and supports (LTSS) to seniors and adults with physical disabilities through the Community HealthChoices (CHC), OBRA, Act 150, and Living Independence for the Elderly (LIFE) programs. The office wants to hear from participants who receive services through one of these programs and will be holding Listen and Learn Sessions at the locations and times listed here. These sessions are intended for OLTL staff to hear directly from participants, advocates, and community partners, with the goal of gathering critical feedback on OLTL programs.

Members are encouraged to share this information with their clients and families so they can attend and give their feedback on OLTL programs. Some sessions will be held in-person, and some will be conducted virtually. Space may be limited, so attendees are encouraged to register as soon as possible.

Public comments on the Office of Long-Term Living’s (OLTL) Community HealthChoices Request for Information (CHC RFI) were submitted and collected between March 6, 2023, and April 14, 2023. A document containing a summary of those public comments is found on the Department of Human Services (DHS) CHC Supporting Documents web page under the heading “Public Input.”

OLTL will be taking all comments into consideration as they develop the Request for Application (RFA) and also plans to conduct regional listen and learn sessions for all OLTL programs.

The Office of Long-Term Living (OLTL) announced that Theresa Hartman is the new Director for the Bureau of Human Services Licensing (BHSL). See the announcement below:

Theresa is a dedicated health and human services professional that has dedicated her career to working with aging and disabled persons managing chronic and acute conditions for more than 30 years in Pennsylvania. Working as a nurse, she has done bedside nursing care, care management, and served in management and regional positions in the nursing home industry for over 20 years. In 2018, she made the move into Home and Community-Based Services as a Chief Operations and Compliance Officer for a Service Coordination provider and successfully led them through the transition from fee-for-service into the managed Community Health Choices program as well as NCQA accreditation. She also served on the PA HCBS Providers Board.

She is passionate about advocating for our most vulnerable populations, seniors, and those that are underserved. She believes we can improve the lives of our most vulnerable populations in Pennsylvania by supporting our providers and giving them the tools they need to succeed and reach the high-quality standards and requirements we set.

Theresa is joining the Department of Human Services from her role as Vice President of Clinical Services for GrayHawk Health, a healthcare practice provider that is building community-based programs to fill in care gaps for dual eligible populations across Pennsylvania. She earned her nursing degree from Drexel University and her Bachelor’s in Organizational Management from Eastern University. She is also a certified Case Manager and holds an active nursing license in Pennsylvania.
