TOPIC — Autism Spectrum Disorders: An Overview and Practical Application

Over the years the prevalence of autism has increased, Pennsylvania’s service delivery system for individuals with autism has expanded, and best practices to provide quality supports have emerged. To support the individual needs of each person with autism across the lifespan, an understanding of core characteristics must be established. It is also important to learn how the individual’s presentation of autism may change across settings and situations. This seminar will provide attendees with an in-depth presentation on core characteristics of autism and the impact of the characteristics on daily life, routines, and activities. A review of common terms and basic principles used to change behavior, teach new skills, and develop practical application of best practices will be included. Opportunity for discussion and engagement will occur throughout the seminar.

Who should attend?

  • Direct Support Professionals, Front Line Supervisors, and Program Managers supporting individuals with autism in residential and other home and community-based settings; and
  • Professionals supporting individuals in Adult Autism Waiver (AAW), Adult Community Autism Program (ACAP), Consolidated Person/Family-Directed Support Waiver (P/FDS), and Community Living.

Where and when will sessions be held?

  • April 1 PaTTAN East, 10:00 am 3:00 pm
  • April 24 PaTTAN Central, 10:00 am 3:00 pm
  • April 30 PaTTAN West, 9:30 am 2:30 pm

Continuing Education Units (CEUs)

This training satisfies the basic autism training requirement for Residential Performance Based Contracting measures CN-DD/Bx.01.1S and CN-DD/Bx.01.1CE for all Direct Support Professionals (DSPs), Frontline Supervisors (FLSs), and program managers.

This training also fulfills 6100 ongoing training requirements.

Today the Department of Human Services (Department) published final notice of Fee Schedule Rates for services funded through the Consolidated, Community Living, Person/Family Directed Support (P/FDS), and Adult Autism Waivers and the Department-established fees for base-funded services as a correction to the rates previously published August 1, 2024.

Due to a calculation error, the Department has made corrections to the Fee Schedule Rates for the following services funded through the Consolidated, Community Living, and P/FDS Waivers and base-funding:

  • Community Participation Support, effective July 1, 2024; and
  • Life Sharing Without Day 1-person needs group 3 and 4, effective October 1, 2024.

Additionally, due to a mistake in aligning the procedure code with the correct Statewide fee, the Department is republishing the Fee Schedule Rates for the following services funded through the Adult Autism Waiver effective July 1, 2024:

  • Residential Habilitation
  • Specialized Skill Development
  • Supported Employment
  • Career Planning
  • Therapies
  • Day Unit Respite
  • 15-Minute Unit Respite
  • Supports Coordination
  • Transportation — Trip

This publication presents an opportunity for providers to appeal these specific rates. The deadline for filing an appeal for these rates is December 2, 2024.

The Office of Developmental Programs (ODP) has shared ODPANN 24-099. This bulletin is to provide a list of current Agency With Choice (AWC) Financial Management Service (FMS) organizations available to support participants and surrogates who have chosen to self-direct some or all of their Participant Directed Services (PDS) using the AWC FMS model under the Consolidated, Community Living, and Person/Family Directed Support (P/FDS) waivers. Please view the announcement for additional details.

RCPA submitted comments regarding the upcoming waiver renewals after receiving feedback from members. The comments on Consolidated, Community Living, and P/FDS Waivers include comments on the Consolidated-Community-Living-PFDS Waiver Record of Change document published by the Office of Developmental Programs (ODP). The comments on the Adult Autism Waiver also include comments made directly on the AAW Record of Change document published by ODP.

ODP Announcement 21-080 is to inform all interested parties of the availability of the public comment webinar recordings regarding proposed changes to the Consolidated, Community Living, Person/Family Directed Support (P/FDS), and Adult Autism Waivers with an anticipated effective date of January 1, 2022.

The Office of Developmental Programs (ODP) held three webinars to discuss proposed changes to the Consolidated, Community Living, P/FDS, and Adult Autism Waivers and to obtain public comment on the proposed changes. The following webinars were recorded and are now available online along with the PowerPoint presentations utilized:

  • Consolidated, Community Living, and P/FDS Waiver webinar held November 4, 2021; and
  • Adult Autism Waiver webinar held November 3, 2021.
