Participant Directed Services

ODP Announcement 22-025 serves to provide the hourly wage and benefits ranges for specific Participant Directed Services (PDS) for participants utilizing the Vendor Fiscal/Employer Agent (VF/EA) FMS model, effective March 1, 2022. The Office of Developmental Programs (ODP) updated the data used in establishing rates, which impacted the hourly wage and benefits ranges. The high end of the hourly wage and benefits ranges either increased or remained the same. There were no decreases to the high end of the hourly wage and benefits ranges. These wage and benefit ranges will be used to pay SSPs and to support claims processing in the Provider Reimbursement and Operations Management Information System in electronic format (PROMISe™) by the VF/EA FMS organization. This communication will only be updated when changes occur to the information contained within.

The Department of Human Services (DHS), Office of Developmental Programs (ODP) is pleased to announce the release of Bulletin 00-20-04: “Participant-Directed Services: Agency with Choice Financial Management Services Model. This bulletin obsoletes and replaces ODP Bulletin 00-08-08: “Agency with Choice Financial Management Services (AWC FMS)”.

There have been extensive changes in ODP’s waivers, regulations, and structure in the 12 years since Bulletin 00-08-08 was issued. Bulletin 00-20-04, which was developed with significant stakeholder input, updates and modernizes ODP’s expectations for AWC operations to reflect contemporary practices in service delivery.

ODP intends to provide targeted training and education sessions on Bulletin 00-20-04 as soon as it can be accomplished. See the following attachments for additional information:

Vendor Fiscal/Employer Agent (VF/EA) Wage Ranges and Benefit Allowance for Specific Participant Directed Services Effective July 1, 2020

This Office of Developmental Programs (ODP) has issued Announcement 20-077 with the wage and benefit range tables for specific participant directed services (PDS) provided to participants utilizing the Vendor Fiscal/Employer Agent (VF/EA) Financial Management Services (FMS) organization (currently Palco Inc), Participants1 utilizing the VF/EA FMS model, common law employers, Support Service Professionals (SSPs), Administrative Entities (AEs), Supports Coordination Organization (SCO) providers VF/EA FMS model, effective July 1, 2020.

These wage and benefit ranges will be used to pay SSPs and to support claims processing in the Provider Reimbursement and Operations Management Information System in electronic format (PROMISe™) by the VF/EA FMS organization.

Following publication of this wage range and benefit announcement, this communication will only be published when updates occur to the information contained within.

ODP released two announcements regarding Wage Ranges and Benefit Allowances for Specific Participant Directed Services that will become effective with the new fiscal year beginning July 1, 2019.

ODP Announcement 19-075 is in regard to Agency with Choice (AWC) for AWC Financial Management Services (FMS), participants utilizing the AWC FMS model, managing employers, Support Service Professionals (SSPs), Administrative Entities (AEs), and Supports Coordination Organizations (SCOs). The announcement includes wage ranges and hourly benefits allowances attachments and tables.  There is guidance regarding enhanced communication and a new procedure code for the Chore Service. Homemaker is a separate service. The wage ranges for both services are the same and remain unchanged from FY 2018/19.

ODP Announcement 19-076 applies to the Vendor Fiscal/Employer Agent (VF/EA) services. This announcement also contains wage ranges and hourly benefits allowances attachments and tables, as well as guidance regarding enhanced communication.
