The Pennsylvania Office of Developmental Programs (ODP) has informed us that they are preparing to release the proposed Performance-Based Contracting Waiver for public comment within the next two months, with adoption of the system in January 2025 for all residential service providers. Prior to January, all providers will be evaluated, determining which providers are considered primary, select, or meet the clinically enhanced standards.

RCPA is assessing the extent to which IDD providers are prepared to meet these new expectations. This survey will help inform our advocacy efforts with ODP to ease the transition to this new service model, and assure the welfare of the individuals being served in these programs.

We need your help with completing this survey that will help assess our readiness. A PDF copy of the survey can be accessed here, so that you can preview the questions and gather any information you believe will be helpful in completing the survey. When you are ready to complete the survey, you can access the survey online.

As you are aware, The Pennsylvania Office of Developmental Programs (ODP) has proposed adopting a system under which private provider agencies would be graded on their performance on a number of ODP-selected indicators of quality. Underlying this model is the assumption that service providers should be able to offer all necessary supports and services to a broad range of individuals throughout their lives. In a sense, providers will be shaped towards becoming more comprehensive in their offerings.

RCPA is interested in assessing the extent to which the intellectual disability providers are prepared to meet these new expectations. By assessing readiness, we hope to be able to offer suggestions to ODP that will ease the transition to this new service model.

I am inviting you to assist us in our advocacy efforts by completing a survey that will help assess our readiness. This is a reminder that RCPA will be holding the first meeting for our newly-established Performance-Based Contracting/Selective Contracting for ODP Services Work Group on Tuesday, January 16, 2024, from 1:00 pm – 2:30 pm.

As the Office of Developmental Programs (ODP) continues moving quickly on plans to migrate towards a performance-based contracting system, RCPA believes there is value in developing a work group for our members to keep informed and to prepare for future changes. We anticipate continuing to share news regarding any developments and updates from ODP and Strategic Thinking Work Group members both at these work group meetings and also in our IDD Committee meetings. More importantly, in this work group, we are encouraging discussion from members, with the goal of sharing thoughts and developing prudent strategies in order to prepare for performance-based contracting.

To begin this process, we will look at the proposed strategy from ODP and goals for the work group. As we move forward, we may determine it best to have meetings specific to Residential Services and Supports Coordination.
