The Children’s Trust Fund (CTF) provides small grants to local community-based programs/services that prevent child abuse and neglect before an incident occurs. The Children’s Trust Fund (CTF) Request for Application (RFA) was posted on eMarketplace today, January 5, 2026. The press release is being shared through DHS comms, PA Key comms, and a special announcement in the e-News.

RCPA, as part of several statewide work groups and task forces, wishes to share this with members, though you may receive this through other communications networks. The RFA is only available for 30 days, due no later than February 5, 2026.

If an applicant has any questions regarding this RFA, the applicant must submit those questions via email, with the subject line “25-RFA-13772 Question” to the RFA Issuing Officer named in Part 1, Section I-2 of this RFA. The Issuing Officer shall post all written answers to the questions submitted on the Department of General Services (DGS) website at eMarketplace as an addendum to this RFA.

A Request for Applications (RFA) regarding Fairweather Lodge Initiative Services (25-RFA-13798) has been issued and is available for review at PA-eMarketplace.

The Department’s Office of Mental Health and Substance Abuse Services (OMHSAS) is seeking a non-profit (501(c)(3)) registered Pennsylvania-based organization to manage and implement the Fairweather Lodge (FWL) model across the Commonwealth. The FWL model is a structured, community-based program that supports individuals with serious mental illness in their recovery while fostering independence. FWL will expand home- and community-based services by developing two to five new Lodges, which will create permanent housing opportunities for up to eighteen individuals.

The PA Department of Health (PA DOH), Bureau of Family Health is excited to announce a funding opportunity for community-based, non-profit organizations! From October 17, 2023, through December 19, 2023, PA DOH will be soliciting applications for the Community to Home (C2H) program.

The C2H program improves the health of children and youth with special health care needs (CYSHCN) by assisting them, along with their families, to access the services and supports required to thrive in the community and develop to their full potential. C2H assists CYSHCN and their families to navigate systems and identify resources in order to receive services while empowering them to become strong advocates and self-reliant.
