Revision

The Office of Developmental Programs (ODP) has shared a reissued version of ODPANN 25-028. This announcement has been reissued to clarify the Office of Vocational Rehabilitation’s (OVR) Memo released on March 15, 2025, regarding the Order of Selection and the OVR waiting list for services impacts referral requirements and access to ODP-funded employment services. The name of the Individuals with a Non-Significant Disability (NSD) priority category. On July 1, 2025, the NSD category was renamed to Individual with a Disability (D). The change in the priority category name has not affected the relevant eligibility criteria for the D, formerly NSD, category.

The revised document details changes made to the process of identifying those with pressure injuries and how the Health Care Quality Units will prioritize outreach to participants. ANCOR has shared that the first step to revise the Standard Occupational Classification process has begun. Today the Office of Management and Budget (OMB), on behalf of the Standard Occupational Classification Policy Committee (SOCPC) — which is the committee that makes recommendations to OMB for potential revisions — announced it is beginning the review of the 2018 Standard Occupational Classification (SOC) Manual for revisions to be made for 2028, and that it is soliciting public comment.

This is an opportunity to write comments in support of revisions to the SOC, in particular for the creation of a code for direct support professionals. In its notice for comments, OMB specifically notes that it “solicits and welcomes comments related to any aspect of occupational classification, especially comments concerning . . . whether to consider the addition of new detailed occupations or occupational groups, including specifically care workers.”

The public comment period is open until August 12, 2024. ANCOR will be submitting comments and providing additional guidance and tools to submit comments in the coming weeks.

A message from the Office of Developmental Programs (ODP):

Due to an extended time frame for approving and loading rates into the Home and Community Services Information System (HCSIS), ODP is notifying stakeholders that several dates contained in Announcement 22-007 are no longer effective. The date for the rate load will occur after February 15, 2022.

ODP anticipates re-releasing this Announcement with updated time frames and encourages providers, Supports Coordination Organizations, and Administrative Entities to be familiar with its technical content in preparation for the pending rate load.
