ODP Announcement 22-049 provides guidance to Supports Coordination Organizations (SCOs) for a return to in-person individual monitoring as well as Questions and Answers from the webinar held on April 5, 2022.

The Office of Developmental Programs (ODP) has announced the Children with Medical Complexities Training Series – Part 1: Expanding Supports for Children with Medical Complexities webinar series for ID/A Supports Coordination Organizations and Administrative Entities. This webinar will be held Thursday, April 21, 2022, from 2:00 pm–3:30 pm.

In this introductory session to providing supports to children with medical complexities, ODP Medical Director Gregory Cherpes, MD, and Chief Nursing Officer Rhonda Gengler, RN, will provide an overview of the training series’ topics that will be covered in greater detail in subsequent sessions. Particular focus will be given to a companion document that will serve to augment the Supports Coordinator (SC) monitoring tool and assist the supports coordinator during monitoring visits.

A virtual office hour session will be held on April 26 from 2:00 pm–3:00 pm to address further questions with ODP staff. Registration information will be provided at a later date.

ODP Announcement 22-014 informs providers that the United States General Services Administration announced a change for the rate of Transportation Mile reimbursement rate, procedure code W7271, beginning January 1, 2022. The new rate is $0.585 per mile.

This communication provides notice of the rate change as well as provides instruction for Supports Coordination Organizations (SCOs) on how to add transportation mileage to the vendor screen. It also instructs direct service providers on how to submit claim adjustments, if applicable.

ODP released Announcement 19-131 to clarify expectations regarding who should attend the Residential ISP staffing face-to-face training sessions that began on October 2, the process to become an ODP designated trainer, and the expectations for ODP designated trainers.

A representative from every provider of waiver funded residential services, SCOs, and AEs should attend one of the scheduled face-to-face sessions listed in ODP Announcement 19-112: Residential Individual Support Plan (ISP) Staffing. The face-to-face sessions expand on the information provided during the July webinars and provide an opportunity to apply the new staffing approach. If a representative from your agency has not yet registered, ODP asks that you do so. There continues to be space available at the remaining training sessions statewide.

It is strongly recommended that the person the agency identifies to attend the face-to-face session have experience in attending team meetings, supervising staff who attend team meetings, and/or reviewing and approving ISPs. In addition, the agency should consider that the person who attends the face-to-face sessions is expected to be an internal resource at their home agency as the new staffing approach is implemented. This may involve:

  • Responding to questions from staff and families;
  • Providing training to staff from your agency;
  • Reviewing material at a staff meeting; and
  • Helping agency staff and families know what to expect and prepare for team meetings.

ODP recognizes this is a significant change and that ongoing training is needed. In order to develop system capacity for additional training in 2020, there will be a train-the-trainers session(s) to become an ODP designated trainer in December. ODP designated trainers must be available to conduct at least two training sessions during 2020 to provider, SCO, and AE staff who are not affiliated with their agency using the material presented/reviewed at the face-to-face sessions.

In order to be considered as an ODP designated trainer candidate, the person must:

  • Attend one of the face-to-face sessions;
  • Have knowledge of person-centered thinking practices and experience in conducting training;
  • Be endorsed by their agency’s CEO/Executive Director; and
  • Complete the “ODP Designated Trainer Nomination Form,” which is available at the face-to-face sessions and on the My ODP website.

In order to be an ODP designated trainer, the person must attend both a face-to-face training and a train-the-trainer session. ODP will notify the candidates who have been selected to become designated trainers.

Upon completion of the train-the-trainer session, a list of ODP designated trainers will be available on My ODP. The ODP designated trainers list shall include the geographic area/region where the person is willing to provide training and instructions for making a training request.

ODP Announcement 19-095 communicates the availability of training on ODP’s Online Provider Profiles for AEs and SCO leadership. Provider profiles consist of two parts: a provider summary developed and submitted by the provider, and a provider data display showing the provider’s performance in supporting individuals and families.

In Phase One, provider summaries and data displays are available on MyODP.org for 84 residential providers who had 10 or more individual surveys in the 2017 Independent Monitoring for Quality (IM4Q) data file. IM4Q Scale Scores are displayed for each provider in areas including Individual Satisfaction, Choice, Inclusion, Dignity, Family Satisfaction, and Physical Setting. ODP’s Provider Profiles web page also connects to licensing information, QA&I comprehensive reports, and the Services and Supports Directory for families to access.

The Office of Developmental Programs (ODP) has issued updated provider agreements that must be completed and returned to ODP by May 1. All providers of Waiver Services in Pennsylvania, including Supports Coordination Organizations (SCO) and Agency With Choice (AWC), must sign and return the ODP IDA Waiver Provider Agreement. Each waiver provider only needs to submit one provider agreement for the legal entity, regardless of the number of services provided or the number of service locations operated by the legal entity.

The provider agreement is essentially the same as the current agreement with the addition of the Community Living Waiver, with an effective date of January 1, 2018, and the addition of condition number two. Condition number two states that the provider agrees “To comply with the approved waiver; including all standards enumerated in the service definition(s) which the Waiver Provider will be rendering, provider qualification requirements and other requirements established by the Department as outlined in the approved waivers.” The letter that was sent to providers from Deputy Secretary Nancy Thaler can be found here.
