The Office of Long-Term Living (OLTL) has released a message providing advance notice of the 2024 pre-administration of the home and community-based services (HCBS) Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey.

OLTL has the HCBS CAHPS survey administered to participants who receive HCBS through the Act 150 Program as well as the OBRA and the Community HealthChoices (CHC) Waiver Programs in the fall. The department then uses the responses received to assist them with improving the services participants receive. To increase response rates, OLTL is requesting Service Coordinators to begin having conversations with the HCBS participants in order to provide an introduction and encourage participation in the upcoming administration of the survey.

The HCBS CAHPS Survey will be administered from August 1, 2024, to October 31, 2024. This survey will ask questions about the services HCBS participants receive at home or in the community and how well the services meet their needs. Press Ganey, an independent firm, will conduct the survey. They will call participants to set up a time to talk. Member’s participants may also call Press Ganey toll free at 1-800-588-1659 (TTY: 711) if they would like to take the 30-minute survey. The number can also be used to make an appointment to take the survey at a time that works for them. Participants are randomly selected to participate in the survey from a list of all participants receiving HCBS through either the Act 150 Program, the OBRA Waiver, or the CHC Waiver Programs. Language Services can be provided to HCBS participants at no cost.

Members are encouraged to remind participants that their privacy is important. If they choose to participate, any information that they provide will be kept confidential. Participants will not be identified in any report that is released, and their answers will not be shared with their providers, Service Coordinator, or anyone else who assists them. It is the participant’s choice whether to participate, and their decision to participate will not affect any HCBS received through OLTL.

The 2024 PA LGBTQ+ Health Needs Assessment aims to enhance the health and well-being of the LGBTQ+ community. This survey intends to identify health disparities, barriers to care, and potential strategies for improvement as well as to understand the health care experiences and wellbeing of LGBTQ+ Pennsylvanians to inform future discussions and actions. It is available in English and Spanish and will remain open until August. Participation is open to LGBTQ+ residents of Pennsylvania who are 13 years or older. The survey maintains anonymity and confidentiality. The Pennsylvania Department of Health is sponsoring the survey, which is being conducted by Bradbury Sullivan LGBT Community Center and Public Health Management Corporation (PHMC).

This is a final reminder that, per ODPANN 24-041, providers must request the one-time workforce recover supplemental payment no later than May 15. Providers may put in a request by completing a brief ODP survey. As of the morning of May 6, 2024, the Office of Developmental Programs (ODP) received requests from 505 providers.

If your MPI is on the ODP spreadsheet, this will serve as confirmation that your agency’s request has been received. ODP will release a similar file after the deadline. Late requests will not be accepted.

The Office of Mental Health and Substance Abuse Services (OMHSAS) is excited to engage with stakeholders in developing a statewide child, youth, and young adult (CYYA) behavioral health emergency (crisis) community. As a first step, they have developed a brief survey to gauge interest in a symposium on this topic. They also have plans for ongoing opportunities for discussing CYYA behavioral health crisis response, identifying and highlighting promising practices within the Commonwealth and nationally, sharing training opportunities, and gathering feedback on interests and needs.

The Office of Developmental Programs (ODP) has received approval from the Centers for Medicare & Medicaid Services (CMS) to make one-time payments for workforce recovery efforts. Payments will be calculated at 6% of the fee schedule revenue received for services rendered between July 1, 2023, through December 31, 2023, for the waiver services listed in the announcement. Don’t miss this opportunity for additional funding for your organization!

The intent of these funds is to assist providers in covering costs related to staffing programs and services. Other than the restriction that payments may not be used to increase or supplement compensation for agency executive staff, there are no specific restrictions, timeframes, or reporting due for these funds other than completing the ODP Workforce Recovery Supplemental Payments survey. ODP has indicated that this revenue would be considered similar to any other service revenue and advises providers to keep a record of how funds were used in the event that they are reviewed as part of the normal claim review process.

As of the morning of May 6, 2024, ODP has received requests from 350 providers. If your MPI is on this file, this will serve as confirmation that your agency’s request has been received. ODP will release a similar file next week prior to the deadline. Late requests will not be accepted. Providers must request the subject payments no later than May 15, 2024. The Council of State Administrators for Vocational Rehabilitation (CSAVR) is partnering with the Vocational Rehabilitation Technical Assistance Center for Quality Management (VRTAC-QM) to assess the extent to which vocational rehabilitation (VR) service providers are experiencing a decrease in service capacity, the reasons for this decrease, and potential solutions to address reduced capacity. To that end, they have created a short survey that they are asking service providers to complete by Monday, May 27, 2024.

This survey is anonymous and will be recorded without any identifying information (unless you choose to include this information). The survey was developed to be taken by the leadership of service provider agencies, but can be taken by others within the organization if these individuals have knowledge of the capacity of the organization to serve individuals with disabilities referred by the public VR program. The Pennsylvania Department of Drug and Alcohol Programs (DDAP) is hosting its annual Recovery Month Kick-Off event on September 12 at Soldiers and Sailors Grove in Harrisburg. The focus of the 2024 kick-off will be total wellness in recovery. To participate in the event, complete the survey by June 28 to indicate if you or your agency would like to provide an interactive activity (such as yoga, music therapy, or meditation) or have a resource table. Space is limited, so responses will be accepted on a first-come, first-served basis. The event will take place outdoors, with a rain date of Sept. 13. It will be held at the venue located on the fountain side of the state capitol building between Commonwealth Avenue and State Street.

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) is conducting a survey on regulatory reform that will help guide its work in this area. The survey is available online, and responses are due by close of business March 28, 2024. The Pennsylvania Developmental Disabilities Council (PADDC) is working on a project to enhance Pennsylvania’s self-advocate leadership to focus on system and policy change. We invite people with developmental and intellectual disabilities (I/DD) and providers or organizations to connect them to self-advocates who may want to be part of the conversation.

The first step in the plan is to gather contact information so they can listen and learn from you. Please complete their survey through the links below.

The long-term plan includes talking with self-advocates with intellectual and developmental disabilities about:

  1. Connecting self-advocates to network and organize as a powerful, united community;
  2. Creating the foundation for an effective statewide network of skilled advocates who can influence system change; and
  3. Involving people interested in advocacy and system change to plan together for the future.
