The Office of Developmental Programs (ODP) has shared ODPANN 26-031. The purpose of this announcement is to inform stakeholders that rates effective July 1, 2026, for Supports Coordination funded through the Consolidated, Community Living, and Person/Family Directed Support (P/FDS) Waivers and TSM have been published as final in the Pennsylvania Bulletin, Volume 56, Number 10, published on Saturday, March 7, 2026.

To align payment with outcomes, beginning July 1, 2026, all SCOs will receive:

  • Monthly case rates for Consolidated and Community Living Waiver participants;
  • Monthly case rates for P/FDS Waiver participants and individuals who receive Intensive TSM;
  • A standard case rate for individuals receiving Standard TSM paid upon completion of an annual Individual Support Plan and upon completion of required mid-year monitoring; and
  • One flat fee-for-service rate that covers each individual’s initial person-centered planning and initial Individual Support Plan development.

The Office of Developmental Programs (ODP) has shared Bulletin 00-25-03 and its two accompanying attachments. The purpose of this bulletin is to announce the performance standards Supports Coordination Organizations must meet as part of ODP’s implementation of performance-based contracting for Supports Coordination and Targeted Support Management services. Attachment 1 outlines the performance standards and measures. Attachment 2 provides the expected timeline for implementation of performance-based contracting for Supports Coordination and Targeted Support Management services.

ODP Announcement 22-011 announces that, in preparation for revisions to the Targeted Support Management (TSM) Bulletin, the Office of Developmental Programs (ODP) is offering training for Supports Coordination Organizations (SCOs) and Administrative Entities (AEs) that covers important updated information to the soon-to-be-released TSM Bulletin.

Training can be found on MyODP. The course “Understanding and Implementing the Targeted Support Management Bulletin #00-22-01” is available now.

Additionally, ODP will be offering an accompanying virtual office hour (VOH) session where ODP leadership will be available to address any TSM-related questions. The VOH session is scheduled for March 1, 2022, from 2:00 pm–3:00 pm and is open by registration only. Prior to registering for the VOH, ODP recommends participants review both the draft TSM Bulletin and the “Understanding and Implementing the Targeted Support Management Bulletin” webcast.
