Presenter Bios:
Kelsey Titgen, PT, DPT
Kelsey earned her Doctorate of Physical Therapy from Emory University in 2018. Since graduating, she has worked in the acute care rehabilitation departments at Children’s Healthcare of Atlanta Egleston and Arthur M. Blank hospitals. In her tenure at Children’s Healthcare of Atlanta, she has treated patients in all inpatient units of the hospital, including PICU, multi-trauma, brain injury, oncology, and technology-dependent ICU. Over the past three years, Kelsey has taken on a primary and co-lead role in the cardiac intensive care unit and step-down unit, focusing on mobilizing patients on ECMO, various types of ventricular assist devices, and those recovering from open-heart surgery. She most enjoys her work supporting pediatric patients with congenital heart defects.
Rachel Stanley, OTR/L
Rachel graduated from Brenau University in 2020 with a degree in Occupational Therapy. After receiving her degree, she joined the Children’s Healthcare of Atlanta acute care rehabilitation team. Rachel primarily treats patients in the PICU and serves as an OT representative on the ICU Liberation Committee, a multi-disciplinary hospital committee focused on minimizing the effects of pain, agitation/sedation, delirium, immobility, and sleep disruption. Rachel is passionate about working with patients in the intensive care unit, including those on ECMO, and is dedicated to advancing the ICU Liberation program at Children’s Healthcare of Atlanta.
Objectives: At the end of this session, the learner will:
- Describe three benefits of early mobilization of a pediatric ventilated patient;
- Identify two examples of therapeutic activities that can be performed at each level of mobility; and
- Understand varying levels of respiratory support and the implications of each during early mobility of a pediatric ventilated patient.
Audience: This webinar is intended for all interested members of the rehabilitation team.
Level: Beginner-Intermediate

The Office of Developmental Programs (ODP) shared ODPANN 24-064 to notify Trainers and Learners that the system upgrade for the Medication Administration system is now live. The Medication Administration system upgrade will go live on Wednesday, October 23, 2024, at 9:00 am. To become acquainted with the changes, a webinar will be held for Med Admin Trainers to learn how to create new student classes (including Practicum Observer classes), view grader reports of their students, and enter observation and remediation scores.
This webinar will be recorded and posted on the Medication Administration platform if you are unable to attend the live session.
Public Comment Opportunity Open for PA OVR State Plan Amendment
The Pennsylvania Office of Vocational Rehabilitation (OVR) has drafted proposed changes to the 2024-2027 VR Services Portion of the Combined State Plan to implement an Order of Selection. A public comment period will be opened from October 7, 2024 – October 28, 2024.
Members of the public may provide feedback on the proposed changes by submitting comments electronically or by submitting live comments during one of two State Plan Public Meetings. Please note that comments should be limited to the proposed changes only.

Public meetings will be held on Wednesday, October 16, 2024, from 9:00 am – 10:00 am as well as Thursday, October 17, 2024, from 3:00 pm – 4:00 pm. During these meetings, OVR will review the proposed changes to the VR Services Portion of the Combined State Plan. These meetings will contain the same content, so it is not necessary to attend both. Following a summary presentation, the public will be invited to provide comment. CART and sign language interpreting will be provided during both meetings.

OLTL Announces Webinar Series on Affordable, Accessible Housing
The Office of Long-Term Living (OLTL) is presenting a live, interactive, 6-session webinar series on housing issues from November 5, 2024, to December 10, 2024, every Tuesday, from 11:00 am – 12:30 pm. The webinars will include targeted content as well as Q&A sessions with housing experts and OLTL staff.
The webinar series targets Service Coordinators, Managed Care Organizations, and Service Coordination Entity support staff who assist program participants in securing and maintaining affordable, accessible housing through Home and Community-Based Services (HCBS). The target audience for these webinars includes individuals and organizations who provide long-term services and supports for older Pennsylvanians and people with physical disabilities.
