Work Group

The Office of Developmental Programs (ODP) is looking for provider representatives for an Emergency Planning and Continuity Work Group. Representatives from RCPA members that render residential habilitation and/or day services who are interested can contact Tim Sohosky by June 11, 2025.

The first initiative the group will focus on is reviewing and providing feedback on a Hazard Vulnerability Analysis (HVA) tool for residential habilitation and day services settings. This tool is essential in identifying potential risks and ensuring that emergency planning measures are comprehensive and effective. Given the increasing number of natural disasters, ODP anticipates providers may find this tool very helpful. Ultimately, ODP will make this tool, accompanying training, and technical assistance available to providers to use (voluntary).

By volunteering for this small work group, representatives will:

  • Contribute professional knowledge to strengthen emergency preparedness;
  • Collaborate with other dedicated providers and stakeholders;
  • Help shape a more resilient community; and
  • Apply a hazard analysis tool and develop potential action steps for their own agency/agencies.

ODP anticipates convening an HVA tool review meeting to discuss and review and will provide a virtual option to accommodate schedules. Tool review and feedback is expected to be three (3) meetings of 1 – 3 hours each over the next few months. On-going work group meetings would be quarterly for 90 minutes – 3 hours.

The Collaborative Family Healthcare Association (CFHA) and the Value-Based Care Work Group have created a value-based survey that is being distributed across the US to seek insights into the current state of value-based care, identify existing gaps, and explore opportunities for better alignment between payment models and clinical practice.

The target audience includes health systems, quality and administration professionals, primary and specialist care providers, and funding sources such as payers, policymakers, foundations, and grants.

The results of the 5-minute survey, which you can view here, will be shared with members as accompanying review is completed. If you have any questions, please contact RCPA COO and MH Policy Director Jim Sharp.

In response to member interest, the IPRC is launching an additional Multi-disciplinary Clinical Work Group on treating infants with medical complexity.

The group will:

  • Meet regularly (frequency/dates to be determined by group);
  • Share, compile, and create resources;
  • Serve as a springboard for problem solving;
  • Share case studies and additional education;
  • Provide an email list of colleagues at member organizations doing similar work for  questions and outreach purposes; and
  • Be open to providers from all disciplines.

The introductory meeting is Monday, June 3, 2024. Additional meeting dates and future schedule is to be determined.

This is an announcement that the 988/Crisis Work Group meeting scheduled for Wednesday, May 22, has been cancelled. RCPA will reschedule the meeting in the coming months. Currently, there is no movement or update in the OMHSAS Crisis Regulations release for public comment. Additionally, at this time, OMHSAS is making structural changes in their Policy and Crisis divisions. There are legislatively very few federal or state bills suggesting substantive changes in the development of the 988 system.

This is a reminder that RCPA will be holding the first meeting for our newly-established Performance-Based Contracting/Selective Contracting for ODP Services Work Group on Tuesday, January 16, 2024, from 1:00 pm – 2:30 pm.

As the Office of Developmental Programs (ODP) continues moving quickly on plans to migrate towards a performance-based contracting system, RCPA believes there is value in developing a work group for our members to keep informed and to prepare for future changes. We anticipate continuing to share news regarding any developments and updates from ODP and Strategic Thinking Work Group members both at these work group meetings and also in our IDD Committee meetings. More importantly, in this work group, we are encouraging discussion from members, with the goal of sharing thoughts and developing prudent strategies in order to prepare for performance-based contracting.

To begin this process, we will look at the proposed strategy from ODP and goals for the work group. As we move forward, we may determine it best to have meetings specific to Residential Services and Supports Coordination.

RCPA’s Behavioral Health Division committees and work groups are the foundation of our legislative and advocacy efforts on behalf of members. Member involvement in these groups provides unique perspectives on operational and service-level experiences that shape our positions and strategies.

There are larger bi-monthly Substance Use Disorder (SUD) and Adult and Children’s Mental Health Division meetings that include stakeholder updates and discussions. DDAP, OMHSAS, OCYF, and guest speakers from across the continuum of human services typically participate in these meetings. Additionally, we have several active specific work groups that include:
