The Office of Developmental Programs (ODP) invites you to register for its Everyday Lives 2026 Virtual Conference!

The 2026 Everyday Lives Conference will include ODP’s annual Dual Diagnosis Conference as a pre-conference event, jointly hosted with the Office of Mental Health and Substance Abuse Services (OMHSAS). The biannual Everyday Lives Conference, hosted by the Pennsylvania Office of Developmental Programs (ODP), invites individuals with a disability and/or autism (ID/A), family members, caregivers, and support professionals to engage in presentations and panels focused on sharing information that empowers the everyday lives of individuals with disabilities throughout Pennsylvania. The 2026 Everyday Lives Conference (EDL) will be held virtually throughout the first two weeks of May 2026. What to Expect:

The virtual conference will be hosted through the online platform Whova and will feature six days of presentations. A series of watch parties will be hosted throughout the state as an opportunity for conference-goers to connect and engage with the conference content together. Follow the registration link for more information.

The conference program is broken into three sections. Each conference section (excluding the post-conference) will include presentations for all ODP stakeholders, but some sessions may cater more to one audience than another. Regardless, ODP invites all audiences to attend every session. Content will be accessible and relevant to all.

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) is waiving the rate-setting requirements (i.e., XYZ package) for Fiscal Year (FY) 2026/27, reasoning that rates established as a result of last year’s rate-setting process only became effective on January 1, 2026. Even with the waiver, DDAP has asked the single county authorities (SCA) to allow any providers with special circumstances or considerations to be allowed to request a rate change.

Communication, including the 2026/27 XYZ package, from SCAs to their provider networks is expected next week. Providers seeking a rate change will likely have 30 days to complete the package, with an anticipated two- to three-week SCA review process, though these details could change. As new details emerge, RCPA will update the membership.

The XYZ package is a financial reporting and rate-setting process used by DDAP and SCAs to establish residential SUD treatment rates for SCA-funded clients.

The Office of Developmental Programs (ODP) has announced the release of new and updated resources available through MyODP to support Life Sharing services. These materials have been developed to enhance the quality, consistency, and effectiveness of Life Sharing services provided to individuals with intellectual disabilities and autism across Pennsylvania.

In alignment with the mission of ODP, resources are intended to inform providers, along with individuals and families, about Life Sharing and support person-centered approaches across all Life Sharing settings.

Key Updates Include:

  • Resource materials for providers, families, and Support Coordinators;
  • Guidance reflecting current service definitions and rates;
  • Tools to support effective person-centered service planning; and
  • Recorded webinars about Life Sharing services.

ODP remains committed to ensuring that individuals receiving services experience safe, supportive, and meaningful living environments.  These resources are an important step in advancing that commitment and fostering continuous improvement across the system.

We encourage all providers, families, and partners to review and utilize these materials as part of their ongoing efforts to deliver high-quality Life Sharing services.

Building Cultures of Safety: Trauma-Responsive Leadership Across the Juvenile Justice System and Foundations of Trauma-Informed Leadership

The Juvenile Court Judges’ Commission (JCJC) is presenting a training opportunity with William Kellibrew for professional development designed to earn training credits while strengthening skills and knowledge.

This workshop establishes a shared understanding of trauma’s impact within juvenile justice settings and its influence on behavior, staff dynamics, and leadership responses. Participants will examine the core principles of trauma-informed and trauma-responsive practices while reflecting on their own leadership styles, stress reactions, and organizational culture. Through guided discussions and case examples, participants will begin developing strategies to promote safety, trust, and resilience across teams.

RCPA was honored to host our annual Capitol Day today, March 25, 2026, inside the Main Rotunda. This advocacy event and rally addressed Governor Shapiro’s 2026/27 budget and highlighted key administrative priorities for the year, including implementing rate increases, reducing administrative burden, and monitoring changes from federal legislation.

Richard Edley, President and CEO of RCPA, addressed key points from RCPA’s 2026 legislative and administrative priorities, while RCPA members attended to advocate for themselves, their loved ones, and those they serve. It was a great opportunity for individuals within the community to meet face-to-face with their legislators and discuss openly the concerns within health and human services that their families, providers, and organizations are facing.
