ACL invites you to a webinar in their series on strengthening advocacy in the Home and Community-Based Services (HCBS) Settings Rule, “Getting the Services You Need From the Waiver,” on Wednesday, December 14, 2022, 12:30 pm – 2:00 pm EST. Register for the webinar here.

The HCBS Settings Rule can improve community-based services and supports for people with disabilities and older adults for decades to come. This webinar will provide insight into one of the main strategies stakeholders can use to get the promise of the rule into everyday life: influencing the services that are included in the waiver application.

The webinar will highlight why you should pay attention to the waiver application and what is in an application, with a focus on Appendix C – Services. It will also look at what states have to put into the application and highlight best practices for commenting on your state’s waiver application.

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) joined RCPA-member University of Pittsburgh Medical Center (UPMC) to announce that DDAP is awarding nearly $19 million in grant funding through its substance use disorder (SUD) loan repayment program. This program is aimed at aiding SUD treatment and case management professionals with repaying their outstanding qualifying educational loans.

More than 280 SUD practitioners, including case managers, counselors, licensed social workers, physician assistants, and registered nurses, were awarded the funding to go toward repaying their student loans. Of the total grant recipients, six are current UPMC employees, each receiving grants of up to $100,000 per person.

“We are thrilled that the administration is investing into helping and boosting the behavioral health care workforce,” said Noreen Fredrick, vice president of ambulatory and community behavioral health services for UPMC Western Behavioral Health and RCPA’s Chairperson-Elect. “Behavioral health workers have been at the forefront of addressing substance use disorders and saving lives. There are many ways in which UPMC is advocating for our employees, and programs like this will certainly help ease the heavy loan burden many clinicians obtain to do this important work.”

High rates of turnover and shortages of health care professionals have placed increased pressure on employee recruitment and retention, as well as access to care for Pennsylvania residents seeking SUD treatment and supports. Through this SUD loan repayment program, DDAP will provide loan repayment opportunities as an incentive to retain SUD practitioners willing to continue providing services within the commonwealth.

Candidates who were selected were required to demonstrate a minimum of two prior years of experience in the SUD field as well as agree to a service commitment of two additional years.

This funding opportunity is made possible from the Opioid Settlement Fund (McKinsey) and Pennsylvania’s Medical Marijuana Program Fund.

“The Wolf Administration remains committed to strengthening the drug and alcohol treatment and case management system across Pennsylvania and this loan repayment program is just one more example of that commitment,” said Secretary Jen Smith. “Easing the burden of student debt is paramount to helping incentivize SUD professionals to remain in this field, which in turn will benefit some of our loved ones, friends and neighbors who need SUD services most.”

ODP Announcement 22-118 reminds Office of Developmental Programs (ODP) providers of the expectation to support individuals to access all available and recommended vaccinations and promote health and safety by providing helpful reminders about holiday gatherings.

ODP expects that providers will ensure that all individuals supported have timely opportunities to remain up-to-date with COVID-19 vaccination as defined by the CDC and are educated on how to practice heathy habits. This announcement also shares resources available to support people in making safe decisions during the holiday season.

The Office of Developmental Programs (ODP) will be renewing all existing exceptional residential rates for individuals who have a current NEA, approved through 12/31/22, for the second half of the fiscal year. Providers should ensure that all individuals with exceptional rates have a current Health Risk Screening Tool (HRST).

This extension will require a critical revision to the individual’s ISP. The rate segment has been entered into PROMISe and is available for use. Please work with Supports Coordinators and Administrative Entities to ensure the ISP is updated and approved.

Governor-Elect Josh Shapiro and Lieutenant Governor-Elect Austin Davis have announced the members of seven Transition Advisory Committees, “which will advise the incoming Administration and prepare to advance Governor-Elect Shapiro’s top priorities.” Richard Edley, President and CEO of RCPA, has been named to the Health and Human Services Advisory Committee. Several RCPA members, associates, and partners have also been named across the committees. Per the announcement:

“Governor-Elect Josh Shapiro and Lieutenant Governor-Elect Austin Davis have assembled a diverse and experienced team of Pennsylvania leaders and policy experts to advise their transition on a wide array of different policy areas to help move the Commonwealth forward. From public safety to economic development, the Transition Advisory Committees will play a key role in ensuring the Administration is ready to tackle these priorities.”
