Intellectual & Developmental Disabilities

From Pam Gilbert, Fiscal Manager, PA Department of Human Services, Office of Developmental Programs:

Below are copies of presentation slides from the following segments of our ICF Task Force meeting this morning:

See the document titled “ICF TaskForce Q and A Log 2022.07.19.”

Note that, after the meeting, ODP decided to revise the Day Program section of the Beneficiary Acuity schedule of the cost report. Changes made were to:

  • Use 15-minute units instead of days, consistent with the HCBS waiver fee schedule;
  • Eliminate the need to report HCBS fees if that is how services were billed and expenses recorded; and
  • Make columns 4 through 11 not applicable for FY 2021/22 to give providers more time to prepare for this level of reporting.

See the file “Revised Beneficiary Acuity page_7.20.22” for illustration.

Finalization and testing of the cost report form is continuing and will be released as soon as possible.

ODP Announcement 22-073 notifies stakeholders that there is now an additional training session available to members of HRTs and HRCs. With the release of Bulletin 00-21-01 “Guidance for Human Rights Teams and Human Rights Committees,” the Office of Developmental Programs (ODP) released a 4-part webcast series titled “Human Rights In Depth” to provide information and support for stakeholders involved in implementing the guidance and requirements related to individual rights and restrictive procedures.

The 4 webcasts, which are available on MyODP, provide detailed discussions of the following topic areas:

  1. Responsibility to Inform and Strategies to Support People to Exercise their Rights;
  2. How to Make a Determination;
  3. Human Rights Teams; and
  4. Human Rights Committees.

Following up on those webcasts, ODP offered webinar trainings to members of HRTs and HRCs to delve more deeply into the process of “MAKING A DETERMINATION.”

The direct link to the Making a Determination course and recordings is here. The navigation path from the MyODP Home page is: Training > Intellectual Disability > Human Rights.

RCPA member Children’s Crisis Treatment Center (CCTC) hosted the U.S. Secretary of the Department of Health and Human Services (HHS) Xavier Becerra for a roundtable discussion on children’s mental health and the impact of community violence on the afternoon of Friday, July 15, 2022. The roundtable was moderated by Dr. Ala Stanford, who is the Regional Director for HSS, responsible for all of Pennsylvania, Delaware, the District of Columbia, Maryland, Virginia, and West Virginia. Dr. Stanford is a practicing physician and the founder of the Black Doctors COVID-19 Consortium, which focuses on testing and vaccinating Philadelphia residents against COVID-19.

Xavier Becerra is the 25th Secretary of the Department of Health and Human Services and the first Latino to hold the office in the history of the United States. Secretary Becerra was in Philadelphia to promote the launch of the 988 Suicide & Crisis Lifeline (formerly known as the National Suicide Prevention Lifeline), which is a network of more than 200 state and local call centers.

“CCTC was proud to be chosen as the organization the Secretary visited. It was wonderful to share with him the work that is being done in Philadelphia around children’s mental health services and highlight the impactful work CCTC provides in our centers, community, and schools,” said Antonio Valdés, Chief Executive Officer at CCTC.

Training programs are one of the most effective ways to retain staff members and help them grow within your organization. While most organizations create some kind of internal training on a regular basis, crafting effective, engaging content for adult learners can prove challenging.

Cognota, a global software company specializing in improving productivity for learning and development teams, is excited to share best practices for incorporating adult learning principles into your training development.

The system of services for people with intellectual and developmental disabilities (IDD) has come a long way in the last 30 years — from segregated care in remote institutions to a robust and varied network of community supports. This progress took decades and was not inevitable. It was achieved through persistent advocacy on multiple levels. It took lifting the voices of people with disabilities and family members, litigation and legal action to secure rights, federal legislation that codified the values of inclusion and access, and building a body of research and evidence-based best practices.

All the progress toward community living that has been made in services for people with IDD over decades is now in jeopardy — because of catastrophic labor shortages and pervasive high turnover rates in the workforce that supports them, direct support professionals (DSPs). This white paper from the Institute of Community Integration (ICI) and its partners at the Human Services Research Institute and the National Association of State Directors of Developmental Disabilities Services provides an overview of the depth of the crisis in the workforce and the impact on people with IDD and sounds the alarm about the nature and scope of the workforce crisis in the IDD service system.
