The Office of Developmental Programs (ODP) Announcement 20-038 directs your attention to the following two documents:

The first document, disseminated by the Centers for Medicare & Medicaid Services (CMS) and the Centers for Disease Control and Prevention (CDC), provides updated recommendations on long-term care facilities. This includes a general prohibition of visitors implemented on March 13, 2020, as well as strict infection control and other screening recommendations.

The second document is a Department of Health statewide alert regarding Universal Masking of Health Care Workers and Staff in Congregate Care Settings.

ODP Announcement 20-040 provides recommendations for all providers to follow during the COVID-19 emergency. The checklist titled Residential Provider Checklist for Confirmed Cases of COVID-19 was designed to support residential habilitation and Lifesharing providers for initial response to confirmed cases following the recommended guidelines. These guidelines were formed in accordance with Pennsylvania’s Department of Health (DOH) and the Centers for Disease Control and Prevention (CDC). ODP may update this checklist as new guidance becomes available from DOH and the CDC.

Administrative Entities will continue to engage and support providers during the COVID-19 response, including the review of these recommended guidelines with providers in the event of a confirmed case.

The Federal Communications Commission (FCC) recently made the decision to adopt a $200 million telehealth program that will help support health care providers and patients responding to the ongoing COVID-19 pandemic. This $200 million was appropriated as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Through this COVID-19 Telehealth Program, the FCC will assist health care providers to purchase telecommunications, broadband connectivity, and devices necessary for providing telehealth services. The applications for funding submitted by health care providers will be processed on a rolling basis.
