The Pennsylvania Department of Labor & Industry has the following grant opportunities that are currently available:

Pennsylvania Industry Partnership Program (IP) Grant:

The Pennsylvania Department of Labor & Industry (L&I) announces the availability of approximately $4,000,000 in funding for the Pennsylvania Industry Partnership (IP) Program Grant awards. L&I will be supporting Industry Partnership Programming through the competitive award of grants of up to $250,000 to support Industry Partnerships across the commonwealth to improve economic growth, while preparing workers with training for their current positions and future advancement. Projects funded through Industry Partnership grants should identify workforce, education and training, and economic development gaps; coordinate regional needs to support industry needs; identify public and community resources to address industry-identified needs; and increase collaboration among businesses within a targeted industry sector. Eligible applicants include local workforce development boards, non-profit and non-governmental entities, community-based organizations, educational and post-secondary educational organizations, labor organizations, business associations, and economic development entities.

Schools-to-Work Program (STWP) Grant — Round 3:

The Pennsylvania Department of Labor & Industry (L&I) announces the availability of approximately $2,500,000.00 of funding for the Schools-to-Work Program (STWP) Grant award(s). L&I will be establishing a STW Program through the competitive award of a grant(s) to a sponsor(s) in partnership with schools in the commonwealth to support the establishment or enhancement of a workforce development partnership between schools, employers, organizations, or associations to create pre-apprenticeship apprenticeship pathways. This NGA seeks applications to support this statewide initiative. Grant awards may not exceed $250,000.00.

ODP Announcement 22-055 communicates the process for Administrative Entities (AEs) to validate that new Provider Applicants have satisfied all Waiver Provider Qualification requirements effective May 1, 2022.

Pursuant to 55 Pa. Code §6100.82 (relating to enrollment documentation) and the service qualification requirements specified in Appendix C of the Consolidated, P/FDS, and Community Living Waivers, in order to become a qualified provider, applicants must submit required provider qualification documentation designated for new provider applicants. CEOs of provider applicants must successfully complete ODP Provider Applicant Orientation training, which includes pre-registration module webcasts and a full day, face-to-face session. Upon completion of each training component, the CEO must pass a post-test to earn and be issued a Certificate of Achievement.

The New Provider Applicant Process for licensed and unlicensed services is available for provider applicants on MyODP using the following pathway:

  • Resources > Intellectual Disability Resources > Waiver Services > Qualification and Enrollment.

These guiding documents steer applicants through the complicated qualification/enrollment processes.

Additionally, a detailed flowchart depicting the process to apply for and obtain a Certificate of Compliance for licensed services is available on MyODP through the same path specified above.

NOTE: Announcement 19-044 “Qualification Process for New Providers” will become obsolete as of the date of this publication.

Providers who plan to qualify for ODP’s Adult Autism Waiver (AAW) must contact the Bureau of Support for Autism and Special Populations (BSASP) via email to begin the initial qualifications. Templates and additional documentation can be found below:

ODP Announcement 22-029 serves to announce an opportunity for providers to have a staff person(s) participate in a virtual certification program with the goal of receiving a Work Incentives Practitioner credential.

Please complete an application for the Office of Developmental Programs (ODP) to get to know your organization and to measure your interest and commitment in having a staff person(s) receive the Work Incentives Practitioner credential and enrolling with ODP to provide the Benefits Counseling service. Applications must be submitted by email to Laura Cipriani no later than April 1, 2022.

The Office of Developmental Programs (ODP) invites professionals across the service partnership to apply for the Capacity Building Institute. The Capacity Building Institute (CBI) aims to help professionals gain the skills necessary to support individuals with a dual diagnosis — intellectual disability with co-occurring mental health issues, and challenging behaviors.

Who?

Directed by Gregory Cherpes, MD, ODP Medical Director, and Dr. Beth Barol, CBI brings together a select group of professionals to learn with a faculty of national experts and speakers. CBI training is presented by the Co-Directors of the Institute in conjunction with an array of highly experienced practitioners and innovators in the field.

What?

Training topics include overviews of the following selected topics:

  • One-page descriptions:
    • Healing lifestyle and social therapy;
    • Biographical timelines;
    • The impact of trauma;
    • Psychotherapeutic interventions, including Eye Movement Desensitization and Reprocessing (EMDR) and biofeedback;
    • Psychopharmacology and diagnosis;
    • Creative and expressive therapies; and
    • Functional Behavioral Analysis.

Where?

CBI will be held on the Zoom platform. Participants must have access to a computer, camera, and microphone.

When?
The deadline to submit the CBI Year 6 Interest Survey is February 18, 2022. 2022–2023 CBI two-day session dates are as follows:

Why?

Current best practices and supportive models that have shown to be most helpful are sometimes beyond the reach of people who work directly with individuals with a dual diagnosis. CBI addresses these issues from an individual and systemic level through training, integration of knowledge into practice, and opportunities to build a statewide cohort to work together to effect change and build capacity. The participants will share individual best practice experiences leading to recommendations to the Office of Developmental Programs and Office of Mental Health and Substance Abuse Services to facilitate a more effective delivery of services across systems.

How?

Whether you are applying as an individual or as part of a County Team, each person must separately complete the CBI Year 6 Interest Survey by 2/18/22 to express interest and confirm their ability to attend all sessions. There are a limited number of spaces available for participants. Separate email notification will be sent out to those people invited to attend the 2022–2023 sessions.

Competence and Confidence Partners in Policymaking — C2P2 2022
A Leadership Development Training Program

C2P2 is designed for:

  • Adults with intellectual disabilities and/or on the autism spectrum, and for
  • Parents of school age children with intellectual disabilities and/or on the autism spectrum.

C2P2 participants make a commitment to attend multiple two-day training sessions throughout the course of the year.

  • SESSION 4 : May 13 and 14

Session Times:

Fridays 1:00 pm–9:00 pm and Saturdays 8:00 am–3:00 pm

  • All sessions are in-person.
  • Social distancing and masking for in-person activities are strongly encouraged and may be required by the funder, venue, or other rules.
  • Qualified participants receive overnight accommodations, meals and travel expenses.
