ODP Announcement 23-001 Update provides additional information about how the Office of Developmental Programs (ODP) utilizes American Rescue Plan Act (ARPA) funds as part of the ongoing systemic recovery of services for people with an intellectual disability and autism. Also included is an Excel spreadsheet showing American Rescue Plan Act (ARPA) Expansion and Recovery Baseline Data (CPS and Employment).

This announcement includes baseline pre-pandemic service user data for both Community Participation Support (CPS) and Supported Employment to inform provider planning efforts related to the supplemental payments. This initiative is designed to provide supplemental payments to support the recovery and service expansion in the following three areas: CPS, employment, and supports coordination. See the announcement for a description of the supplemental payment structure.

The Office of Developmental Programs (ODP) is inviting leadership professionals from Administrative Entities (AEs), Support Coordination Organizations (SCOs), Providers of Supported Employment Services and Day Habilitation, and Providers of Community Participation Support (CPS) to attend a 1-day Employment Symposium. The Symposium will be held regionally across the Commonwealth on April 25, May 4, and May 12 from 10:00 am – 3:00 pm with a boxed lunch provided.

The goals of the Regional Employment Symposium are to:

  1. Provide a platform for networking, information/resource sharing, and best practices for employer engagement;
  2. Identify strategies for engaging employers on the benefits of hiring people with disabilities using a dual-customer approach; and
  3. Initiate an improvement process by creating goals and best practices to reach and increase employment rates for people with disabilities.

Panel discussion featuring an individual from that region with lived employment experience, along with their support team that got them to competitive integrated employment.

11:30 am – 12:00 pm
Small group discussions to network, share experiences of engaging in community integrated employment, resources, and tools.

Keynote address: Cultivating Relationships With Employers, by Stephen Martynuska. Stephen is a consultant from Sheetz, Inc.

During the Department of Human Services budget review this morning, Acting Secretary Arkoosh shared that part of the budget plan is to continue the enhanced rates for CPS and Transportation Trip. RCPA has confirmed that the Office of Developmental Programs (ODP) plans to publish the CPS and transportation rates for continuation beginning November 11, 2023, as part of the regular fee schedule. We will share more information as it becomes available.

ODP Announcement 22-117 serves to announce a 30-day public comment period on the Residential and Community Participation Support (CPS) service locations that the Office of Developmental Programs (ODP) proposes to submit to the Centers for Medicare and Medicaid Services (CMS) for Heightened Scrutiny. Public comment on each service location will be accepted until 11:59 pm on December 19, 2022.

A summary of ODP’s findings for each Residential and CPS service location that ODP has determined meets one or more of these criteria is available at MyODP and DHS. A description of the process ODP used to identify service locations, complete reviews, and make determinations is also available on both websites.

ODP Announcement 22-089 reports that the Office of Developmental Programs (ODP) has developed two brief surveys for Community Participation Support providers to collect information on current system capacity. The first survey is meant to collect current data from Community Participation Services (CPS) providers on CPS capacity across the ODP service system. The second survey is meant to collect current data on individuals who are authorized to receive CPS across the ODP service system but are not receiving the service.

ODP will send each provider a list of MCIs with less than 5% CPS utilization, if there are any associated with their MPI, to assist with information gathering.

Important note to all CPS Providers: Providers must contact individuals and families, or the assigned SC, when the reason for less than 5% utilization is unknown.

The first survey regarding system capacity will be available Monday, August 8, 2022, and will close Monday, August 22, 2022.

The second survey to collect individual-specific information will be available Monday, August 15, 2022, and will close Thursday, September 15, 2022.

ODP will release these surveys no more than once per quarter.

ODP Announcement 21-081 informs providers that the Heightened Scrutiny Onsite Tools for Non-Residential Service Locations has been finalized and posted for stakeholders to view. The Office of Developmental Programs (ODP) is also using this communication to address some of the comments and concerns that were received through public comment.

While the COVID-19 pandemic resulted in significant delays in performing the onsite visits, ODP will now be continuing with the Heightened Scrutiny process for Community Participation Support (CPS) and Day Habilitation service locations to meet the CMS requirement that all waiver providers must be in full compliance with the Home and Community-Based Services (HCBS) Settings Rule no later than March 17, 2023.
