March is Developmental Disabilities Awareness Month! View Governor Shapiro’s proclamation acknowledging the many individuals who have developmental disabilities, their contributions and abilities, and their inclusion in our communities.
Governor Shapiro has signed a proclamation to signify March 2025 as Brain Injury Awareness Month. Members are encouraged to share this proclamation or post it within their organizations so clients and families can be aware of this event.
To address Pennsylvania’s high maternal mortality rate, the Commonwealth, through a partnership with Governor Shapiro’s office and the Departments of Health, Human Services, Drug and Alcohol Programs, and Insurance, is developing a statewide Maternal Health Strategic Plan. Interested stakeholders are invited to share their opinion through the Commonwealth of Pennsylvania’s Maternal Health Strategic Plan survey, which will remain open through November 4.
The vision for Pennsylvania’s Maternal Health Strategic Plan is a Pennsylvania where every pregnant and birthing person has easy access to high-quality perinatal, birth, and postpartum care that is person-centered, comprehensive, equitable, and affordable and that results in healthy outcomes and long-term good health and well-being.
RCPA joined with other ID/A Associations, including The Alliance of Community Service Providers, The Arc of Pennsylvania, PAR, MAX and TPA, in a letter to Governor Shapiro to thank him for recognizing the strain on individuals, families, and service providers across the intellectual disability and autism (ID/A) community and to discuss ongoing changes that are needed in the way service rates are updated. These changes are necessary so that our system can always meet its duty of care.

Governor Josh Shapiro has signed a proclamation declaring April as Autism Acceptance Month. The proclamation recognizes the many individuals on the autism spectrum, their abilities and contributions, and their inclusion within the community. You can view the proclamation here.
Today, Governor Josh Shapiro gave his second budget address to members of the General Assembly. The Governor outlined an agenda that included new spending for direct service providers, minimum wage, education, health care, law enforcement, and a number of other initiatives. The above are highlights of the Governor’s proposed budget. RCPA will be examining the budget spreadsheets over the next few days, will be attending the DHS Budget Overview this Friday afternoon, and will update members with any new information as it becomes available during the budget season.
