About the President’s Committee for People with Intellectual Disabilities:

Initially established in 1966 by President Lyndon B. Johnson, the PCPID advises the President and the Secretary of Health and Human Services on a broad range of topics that impact people with intellectual disabilities, as well as the professional fields that support people with intellectual disabilities and their families. Its goal is to improve the quality of life experienced by people with intellectual disabilities by upholding their full citizenship rights, independence, self-determination, and lifelong participation in their communities.

The President’s Committee for People with Intellectual Disabilities (PCPID) will host a virtual meeting for its members to identify emerging topics to examine in the Committee’s Report to the President. All the PCPID meetings, in any format, are open to the public. This virtual meeting will be conducted in a presentation and discussion format. Stakeholder input is very important to the PCPID. Comments and suggestions, especially from people with intellectual and developmental disabilities, are welcome at any time. If there are comments or feedback you would like to share with the PCPID as it begins to prioritize its work, please share them through this form. Comments received by June 30 will be shared with the PCPID at the July meeting. Comments received after June 30 will be compiled and shared with the PCPID quarterly.

The documents from the June 1, 2022, Managed Long-Term Services and Supports (MLTSS) Subcommittee meeting are available for review. The documents include:

  • The agenda;
  • A “Money Follows the Person and Nursing Home Transition” update;
  • A Value-Based Purchasing update from the Department of Human Services (DHS) and the Community HealthChoices Managed Care Organizations (CHC MCOs); and
  • A CHC Financial Management Services (FMS) Transition update.

The next MLTSS Subcommittee meeting is scheduled for July 6, 2022, and will be held in person (and also via remote streaming).

The agenda for the June 1, 2022, Managed Long-Term Services and Supports (MLTSS) Subcommittee meeting was recently released by the Office of Long-Term Living (OLTL). The June meeting will continue to be offered via webinar and remote streaming. OLTL is planning to hold the July 6, 2022, MLTSS Subcommittee meeting in person with optional webinar and remote streaming.

Yesterday, RCPA held its 2022 Capitol Day on the Capitol steps in Harrisburg. Members had the opportunity to meet with their legislators and hear from Charlie Barber, RCPA Board Chair, Sherri Landis, Executive Director for the ARC of Pennsylvania, Rep. Jessica Benham, Rep. Dan Miller, and Rep. Carrie Lewis DelRosso about the importance of funding intellectual and developmental disabilities (IDD) and behavioral health services.

As a follow-up to Capitol Day, RCPA would like those members who attended to give an update about their legislative meetings. This member intel will be beneficial for RCPA staff to effectively lobby the Governor and the General Assembly over the next few weeks.

The next RCPA Drug and Alcohol Committee meeting, originally scheduled for Tuesday, June 14, has been rescheduled to Tuesday, June 21, 2022. The meeting will held from 9:30 am – 12:00 pm and be composed of two parts:

  • The provider member-only portion is set for 9:30 am – 11:00 am.
  • The all-member portion will be held from 11:00 am – 12:00 pm.

The meeting will be hybrid, with attendees able to join virtually or in person. Please note that we require attendees to be fully vaccinated for COVID-19 to attend in person. In-person attendance will be closed after the first 25 in-person registrants. Masking and social distancing protocols will be followed per the CDC guidelines at the time of the meeting.

The Office of Long-Term Living (OLTL) has announced the next Financial Management Services (FMS) Stakeholder meeting is scheduled for Friday, June 3, 2022, from 1:00 pm – 2:30 pm. This public meeting will be held to discuss upcoming changes for the administration of FMS under the Community HealthChoices (CHC), OBRA Waiver, and Act 150 Programs. Representatives from OLTL and CHC Managed Care Organizations (MCOs) will be in attendance to discuss upcoming changes.
