The Office of Developmental Programs (ODP) has shared ODPANN 24-112 and the NCI®-IDD SoTW Provider List 2024. ODP will participate in the 2024 National Core Indicators® Intellectual and Developmental Disabilities (NCI®-IDD) State of the Workforce (SoTW) survey. In preparation, ODP requests that eligible providers review the provider list to verify that the appropriate contact information for completion of this survey is listed.

It is recommended a provider Human Resources or Payroll Director complete the survey in collaboration with executive leadership. If the information is not correct or if a provider employing DSPs in 2024 is not listed, please contact ODP to provide the information by Friday, December 13, 2024.

ODP will issue additional information about participation prior to the survey’s online portal being available in February 2025.

ODP Announcement 24-062 is to inform all provider agencies employing DSPs that the Human Services Research Institute (HSRI) has extended the deadline for completing the 2023 National Core Indicators® (NCI) State of the Workforce Survey. The portal will now close on Wednesday, July 31, 2024.

HSRI is aiming for a 5% or lower margin of error (MoE) for each participating state. The lower the MoE, the more representative and impactful the data will be. Pennsylvania currently has a 5.5% margin of error, and ODP would like to see it reach the recommended level since it is within reach. Therefore, ODP strongly encourages eligible provider agencies to complete the survey if they have not already done so. A final reminder will be issued via the portal in mid-July.

The Office of Developmental Programs (ODP) has shared ODPANN 23-089, which informs stakeholders of ODP’s participation in the 2023 National Core Indicators (NCI) State of the Workforce (SoTW) survey. It also requests confirmation of current contact information from eligible providers. Please review the communication and the copy of providers list for additional information.

ODP Announcement 23-016 announces that the Office of Developmental Programs (ODP) is requesting that qualified providers employing DSPs participate in the 2022 State of the Workforce (SoTW) survey. This important survey includes questions relating to the volume, stability, compensation, and benefits of DSPs serving adults 18 years of age and older. The data gathered from this voluntary and anonymous survey will help ODP, along with other policy makers and advocates, inform policy and program development regarding DSP workforce (DSPW) improvement initiatives and other important work in this area. Within the next two weeks, providers will receive an email from HSRI inviting them to participate in this SoTW survey.

In addition to the standard survey, ODP has added a series of questions to address several areas in which it has a specific interest. These questions are identified in the PA Supplement section and have PA attached to the question number. The data collected for these questions will not be analyzed by HSRI, but ODP will complete its own analysis.

Results of the survey will only be reported in the aggregate, and organizations will not be identified in any way. It is recommended that the Human Resources (HR) or Payroll Office complete the surveys and that answers should reflect DSPs who were on agency payroll during any period between January 1 and December 31, 2022.

The deadline to complete data entry is June 30, 2023. A copy of the survey is available to allow for preparation of data prior to completing data entry. It is a proprietary tool of NCI® and is to be used for reference only. ODP is eager to be a part of this important project again. Provider participation will help ODP to make sound policy decisions regarding Pennsylvania’s DSPs.

Therefore, ODP encourages eligible provider agencies to complete the survey if they have not already done so. Thank you to provider agencies that have completed the 2021 NCI® Staff Stability Survey. ODP will share the Staff Stability Survey Report when HSRI issues it.

Deadline, as Letters on a Clock

ODP Announcement 22-072 is to announce that the Human Services Research Institute (HSRI) has extended the deadline to participate in the 2021 NCI® Staff Stability Survey to July 31, 2022.

The Office of Developmental Programs (ODP) encourages qualified providers that have not already done so to participate in the 2021 Staff Stability Survey. This important survey includes questions relating to volume, stability, compensation, and benefits of DSPs serving adults 18 years of age and older.

The data gathered from this voluntary and anonymous survey will help ODP, along with other policy makers and advocates:

  • Inform policy and program development regarding DSP workforce (DSPW) improvement initiatives;
  • Monitor and evaluate the impact of workforce initiatives;
  • Compare state workforce outcomes with those of other states;
  • Provide context for consumer and family outcomes; and
  • Create systems that more effectively collect, analyze, and use DSP workforce data.

Providers that have already completed the survey may also receive a reminder notification to do so, but this will not be intentional and should be discarded. ODP appreciates their cooperation.

ODP is requesting qualified providers participate in the 2021 Staff Stability Survey. This important survey includes questions relating to volume, stability, compensation, and benefits of DSPs serving adults 18 years of age and older.

The data gathered from this voluntary and anonymous survey will help ODP, along with other policy makers and advocates, to:

  • Inform policy and program development regarding DSP workforce (DSPW) improvement initiatives;
  • Monitor and evaluate the impact of workforce initiatives;

Those wishing to participate will be furnished with a unique login that will enable providers to directly enter survey responses into the HSRI database. It is recommended that Human Resources or the Payroll Office complete surveys, and responses should reflect DSPs who were on agency payroll during any period between January 1 and December 31, 2021.

National Core Indicators®-IDD: NCI Family Surveys COVID-19 Supplement — National Report Special Edition

In response to the COVID-19 pandemic, NCI-IDD added a state-optional COVID-19 Supplement to all NCI-IDD Surveys. The COVID-19 Supplement is intended to support the understanding of the experience of people with disabilities and their families during the COVID-19 pandemic as well as their interactions with services during that time. Data was collected between July 1, 2020, and June 30, 2021.
