The Office of Developmental Programs (ODP) has begun distributing notifications related to Performance-Based Contracting (PBC) and Pay-for-Performance (P4P) awards to designated representatives of residential providers.

If you have not yet received your PBC or P4P notification, please contact ODP electronically.

If you believe there is a discrepancy in your tier determination or P4P award, please reach out directly to Tim Sohosky for assistance with resolving the issue.

The Office of Developmental Programs (ODP) is hosting a forum to support provider preparedness regarding performance-based contracting. ODP will review the quarterly forums and discuss data presented to the Information Sharing and Advisory Committee (ISAC) Provider Performance Review Subcommittee. ODP will also review the emerging themes or trends with the implementation of performance-based contracting.

The Office of Developmental Programs (ODP) is hosting a series of public comment webinars to provide an overview of how ODP proposes to implement Performance-Based Contracting (PBC) for Supports Coordination (SC) services, effective January 1, 2026. Additional proposed changes to the Consolidated, Person/Family Directed Support (P/FDS), and Community Living Waivers that are not related to Performance-Based Contracting will also be covered.

Preregistration is required. Registered participants will have the opportunity to provide verbal comments during the session. Each session will also be held for specific stakeholder groups.

The Office of Developmental Programs (ODP) has shared ODPANN 25-041, which informs all interested stakeholders of the opportunity to submit public comments on:

  • Performance-Based Contracting for Supports Coordination services scheduled to take effect January 1, 2026. This includes:
    • Proposed changes to the 1915(b)(4) waiver and Consolidated, Community Living, and P/FDS waivers related to Performance-Based Contracting;
    • Proposed Implementation Plan for Performance-Based Contracting for Supports Coordination;
    • Proposed rates effective July 1, 2026, for Supports Coordination Organizations that meet criteria for the Select tier; and
    • Proposed changes to the Targeted Support Management State Plan.
  • Additional waiver amendments (not related to Performance-Based Contracting) to the Consolidated, Community Living, and P/FDS waivers scheduled to take effect January 1, 2026.

The public comment period starts on April 19, 2025, and ends on May 26, 2025, at 11:59 pm for all proposed changes in this communication. Please view the announcement for additional information and details.

The Office of Developmental Programs (ODP) will be holding a webinar to provide an overview of the proposed implementation for Performance-Based Contracting (PBC) for Supports Coordination services effective January 1, 2026. The webinar will be held April 29, 2025, from 1:00 pm – 2:00 pm. You must register to attend, and you can register here.

Additional proposed changes to the Consolidated, Community Living, and Person/Family Directed Supports waivers that are not related to Performance-Based Contracting will also be covered. Public comment will not be accepted during this webinar. The webinar is designed to give attendees the information and details they’ll need to participate in upcoming public comment sessions. There will be time, however, for presenters to answer questions submitted by participants.

The Office of Developmental Programs (ODP) held a Quarterly Provider Forum today, April 1, to discuss Performance-Based Contracting (PBC) submission status updates and tier assignments, Pay 4 Performance (P4P) status updates, upcoming important dates, stakeholder notification letters, and to announce the new Performance Analysis Services (PAS) vendor. Updated CIE and IM data is available on the forum handouts, as well.

ODP staff shared that 366 residential providers submitted their data for PBC by the deadline of March 15. Submissions included Primary: 307; Select: 33; and Clinically Enhanced: 26. 39 providers failed to submit (receiving DCAPs).

ODP is on schedule with scoring for May. Tier notification letters are anticipated to be sent by May 15, 2025. Provider data was re-run from the first submission period using CY 2024 data; 5 providers from option 1 period advanced tiers and were notified on February 25, 2025.

P4P approval notifications are to be sent no later than April 20, 2025.
