The Office of Developmental Programs (ODP) would like to invite you to the Performance-Based Contracts Webinar for Individuals and Families. This webinar will provide individuals and families with a general overview of how the Office of Developmental Programs (ODP) proposes to implement Performance-Based Contracting for residential services effective January 1, 2025.

The Office of Developmental Programs (ODP) has shared ODPANN 25-007, which states that the 2024 National Core Indicators® Intellectual and Developmental Disabilities (NCI®-IDD) State of the Workforce (SoTW) survey portal will open on February 10, 2025.
With the introduction of Performance-Based Contracting (PBC) in 2024, residential providers in the Select and Clinically Enhanced tiers, in accordance with performance measure WF 03.3, are now required to “participate in the NCI®-IDD State of the Workforce Survey and release provider NCI®-IDD data to ODP to validate turnover and other workforce data.” All other eligible providers remain strongly encouraged to participate and contribute to the data used to improve the Intellectual/Developmental Disabilities/Autism service system.
The PBC Residential Data Submission Tools for each tier will be open from February 15, 2025, to March 15, 2025. Providers planning to submit for either Select or Clinically Enhanced tiers are advised to complete the NCI SoTW survey. Providers are encouraged to obtain a copy of the NCI SoTW submission before submitting their data and documents to ODP. A copy of the survey can be found here.
Providers not participating in the PBC process will complete the NCI® SoTW survey by June 30, 2025.

The Office of Developmental Programs has shared an updated copy of the PBC Implementation Guide that was released yesterday.
In Attachment 1 — Performance Based Contracting (PBC) Residential Services Implementation Guide, Appendix F: Performance-Based Contracting Residential Scoring Tool, a typo has been corrected within Measure RD.01.1 and now displays the correct date (January 1, 2026).

The updated version of the PBC Residential Services Implementation Guide is located on the Performance-Based Contracting Information web page on MyODP.
ODP staff provided updates today on the implementation of Performance-Based Contracting (PBC) in Residential programs. ODP is currently making adjustment to the scoring tool for use in February/March for submitting data for tier determinations. All Residential providers who did not previously submit their data must complete the scoring tool using their calendar year 2024 data in February/March of 2025.
ODP will rerun the data for those providers who previously submitted data since some of the measures have been adapted. Those providers will not need to resubmit their information but will be automatically be re-evaluated in case these changes may impact their tier assignment.
In coordination with the rebalancing of Incident Management policies, some changes will be made to the IM measures. ODP is offering helpful resources to assist providers. Please see the PowerPoint from the forum for links to these resources. Also, up-to-date information can be found at MyODP’s website.
ODP intends to publish the updated scoring tool mid-January 2025 as a PDF for providers to review and begin preparing their data. RCPA will share that tool as soon as it is available.
