Room and Board

The Office of Developmental Programs (ODP) has shared Bulletin 00-25-01: Room and Board for Individuals Enrolled With the Office of Developmental Programs and 5 accompanying documents:

The sixth document referenced in the bulletin, a version of the Room and Board Agreement translated in Spanish, will be released soon. Stakeholders will be notified when this version of the agreement is ready for use.

This bulletin is to clarify Room and Board requirements outlined in 55 Pa. Code Chapter 6100 (relating to Services for Individuals with an Intellectual Disability or Autism).

ODP has scheduled two trainings:

  1. Room and Board Training: For Residential Habilitation & Life Sharing Professionals

These trainings will include:

  • The intent of Room and Board;
  • An explanation of Room and Board policies and regulations;
  • An explanation of policy implementation; and
  • An overview of the attachments to the bulletin.

There will be time during the sessions to answer questions submitted by participants during the webinars. For this reason, ODP kindly asks stakeholders to save questions about the bulletin until after the training is held.

ODP Announcement 22-123 announces that a new Room and Board Residency Agreement (DP 1077) has been developed to align with 55 Pa. Code Chapter 6100 requirements. Please note that if a provider agency has a current, accurate room and board contract (DP 1051) in the participant’s file, the Office of Developmental Programs (ODP) is not requiring provider agencies to complete the new DP 1077. The intent is for provider agencies to begin using the new Room and Board Residency Agreement § 6100.687 (DP 1077) form when a new contract is needed.

ODP is continuing to revise the Room and Board Bulletin that was put out for public comment in the summer of 2021. Once this bulletin is finalized, ODP will communicate with stakeholders regarding the release of the Room and Board Bulletin that will contain the requirements found in the 55 Pa. Code Chapter 6100 regulations.

The Office of Development Programs (ODP) Announcement 21-002 provides notice that the Federal Supplemental Security Income (SSI) payment will increase beginning in January 2021. This will impact providers who collect room and board such as residential habilitation or life-sharing services through the Consolidated, Community Living, and Adult Autism Waivers. It will also impact providers of base-funded residential habilitation and life-sharing services.

To account for the new cost of living adjustment (COLA), room and board contracts should be reviewed to determine the appropriate adjustment. The following room and board contract (DP 1051) is found on the ODP website by following this path: Resources> Intellectual Disability> Forms.

Beginning on July 1, 2020, the requirements for room and board as established in 55 Pa. Code Chapter 6100 must be followed. ODP is in the process of replacing the DP 1051 form to reflect Sections §§6100.681-6100.694 that providers will begin to use. The present DP 1051 will continue to be accepted as current until the annual due date or until a change requires that a new form be completed.
