State of the Workforce

Message from National Core Indicators:

The NCI-IDD SoTW is the most comprehensive data on Direct Support Professional (DSP) workforce providing direct services to adults with intellectual and developmental disabilities (IDD). We remain committed to partnering with states, agencies, and people with IDD to use these data to strengthen Medicaid-funded services and supports and ensure DSPs are valued for their essential role supporting people with IDD.

A few report highlights:

In 2024, we collected data from 3,936 provider agencies representing 344,179 DSPs in 26 states and the District of Columbia. The data for 2024 suggest some positive trends for the state of the IDD DSP workforce. For example:

  • Across the nation, the median hourly wage for DSPs is $18.39, which is more than a dollar increase from the median hourly wage of $17.20 in 2023.
  • The weighted average turnover ratio was 37%, with nearly two in three DSPs who left their employers (64%) having been with their agency for less than one year.
  • On average, 26% of agencies report they turned away or stopped accepting referrals due to staffing issues, down from 38% in 2023.

State DD agencies have worked tirelessly to address the ongoing workforce shortages for DSPs, and these data suggest slight but hopeful trends in key indicators. Altogether, NCI-IDD SoTW provide valuable insights about opportunities to enhance retention of DSPs and improve the continuity of services.

The Office of Developmental Programs (ODP) has shared ODPANN 25-103 with an accompanying attachment. The purpose of this announcement is to inform provider agencies of ODP’s participation in the 2025 National Core Indicators® Intellectual and Developmental Disabilities (NCI®-IDD) State of the Workforce (SoTW) survey and to request confirmation of current contact information from eligible providers. Please view the announcement and attachment for information and details.

The Office of Developmental Programs (ODP) has shared ODPANN 25-007, which states that the 2024 National Core Indicators® Intellectual and Developmental Disabilities (NCI®-IDD) State of the Workforce (SoTW) survey portal will open on February 10, 2025.

With the introduction of Performance-Based Contracting (PBC) in 2024, residential providers in the Select and Clinically Enhanced tiers, in accordance with performance measure WF 03.3, are now required to “participate in the NCI®-IDD State of the Workforce Survey and release provider NCI®-IDD data to ODP to validate turnover and other workforce data.” All other eligible providers remain strongly encouraged to participate and contribute to the data used to improve the Intellectual/Developmental Disabilities/Autism service system.

The PBC Residential Data Submission Tools for each tier will be open from February 15, 2025, to March 15, 2025. Providers planning to submit for either Select or Clinically Enhanced tiers are advised to complete the NCI SoTW survey. Providers are encouraged to obtain a copy of the NCI SoTW submission before submitting their data and documents to ODP. A copy of the survey can be found here.

Providers not participating in the PBC process will complete the NCI® SoTW survey by June 30, 2025.

The Office of Developmental Programs (ODP) has shared ODPANN 24-112 and the NCI®-IDD SoTW Provider List 2024. ODP will participate in the 2024 National Core Indicators® Intellectual and Developmental Disabilities (NCI®-IDD) State of the Workforce (SoTW) survey. In preparation, ODP requests that eligible providers review the provider list to verify that the appropriate contact information for completion of this survey is listed.

It is recommended a provider Human Resources or Payroll Director complete the survey in collaboration with executive leadership. If the information is not correct or if a provider employing DSPs in 2024 is not listed, please contact ODP to provide the information by Friday, December 13, 2024.

ODP will issue additional information about participation prior to the survey’s online portal being available in February 2025.

ODP Announcement 24-062 is to inform all provider agencies employing DSPs that the Human Services Research Institute (HSRI) has extended the deadline for completing the 2023 National Core Indicators® (NCI) State of the Workforce Survey. The portal will now close on Wednesday, July 31, 2024.

HSRI is aiming for a 5% or lower margin of error (MoE) for each participating state. The lower the MoE, the more representative and impactful the data will be. Pennsylvania currently has a 5.5% margin of error, and ODP would like to see it reach the recommended level since it is within reach. Therefore, ODP strongly encourages eligible provider agencies to complete the survey if they have not already done so. A final reminder will be issued via the portal in mid-July.

ODP Announcement 23-049 shares that the Human Services Research Institute (HSRI) has extended the deadline for completing the 2022 National Core Indicators® (NCI) State of the Workforce Survey. The portal will now close on Monday, July 31, 2023.

A national deadline extension has given eligible provider agencies in Pennsylvania an opportunity to complete the NCI State of the Workforce Survey. If your agency has already completed the survey, no additional action is needed.

To obtain a representative sample, HSRI is aiming for a 5% or lower margin of error for each participating state. The lower the margin of error, the more representative and impactful the data will be. Based on current responses, Pennsylvania has a margin of error of 8.4%.
