The Centers for Medicare and Medicaid Services (CMS) conducted a special open door forum on June 27, 2023, that focused on the Review Choice Demonstration (RCD) for inpatient rehabilitation facilities (IRF). Beginning August 21, 2023, the RCD will begin for IRF services in Alabama. CMS has shared that IRFs in Pennsylvania will be included in the next phase of the demonstration. The agenda for the July 6, 2023, Managed Long-Term Services and Supports (MLTSS) Subcommittee meeting has been released. The meeting will held in person at the PA Department of Education Building’s Honors Suite, 1st floor, 333 Market Street in Harrisburg, or via webinar. The meeting is scheduled to take place from 10:00 am – 1:00 pm.

The Centers for Medicare and Medicaid Services (CMS) has announced that they will conduct a special open door forum (ODF) that will focus on the Review Choice Demonstration (RCD) for inpatient rehabilitation facilities (IRFs). The ODF is scheduled for Tuesday, June 27, 2023 from 1:00 pm – 2:30 pm.

By utilizing the RCD, CMS indicates that this demonstration establishes a review choice process for IRF services to test whether such a process improves methods for the investigation and prosecution of fraud, and provides flexibility for IRFs, as well as a risk-based approach to reduce burden on providers demonstrating compliance with Medicare requirements for IRF services. Initial feedback shows that the RCD will have IRFs choose one of two tracks: 100 percent pre-claim review or 100 percent post-payment review, for the first cycle. Additional information has been requested from CMS on these tracks.

Beginning August 21, 2023, CMS will implement the RCD for IRF services in Alabama. The second phase, while no specific timeline has been released, will include Pennsylvania, California, and Texas. Because PA is included in the next phase of the demonstration, RCPA members are encouraged to participate in this ODF.

As a follow-up to the Alert released on June 15, 2023, regarding upcoming regional town hall events on the Department of Aging’s Master Plan on Aging in Harrisburg and Pittsburgh, an update was just received about the Harrisburg session. Due to scheduling challenges for panelists related to the budget development, the Department of Aging will be postponing the Harrisburg kickoff until July 2023.

A new invitation and meeting announcement will be sent to members once the new date has been set.

The Department of Aging has released their invitation for an upcoming regional town hall event regarding Pennsylvania’s 10-year Master Plan for Older Adults. This plan is being developed as a result of the Governor’s Executive Order, which is to enhance the health, well-being, and quality of life for older adults and adults with disabilities.

The Town Halls recently announced will be held on:

  • June 27, 2023, from 1:00 pm – 3:00 pm in the Rose Lehrman Arts Center at Harrisburg Community College, 1 HACC Drive, Harrisburg, PA 17110
  • June 29, 2023, from 1:00 pm – 3:00 pm in the Elsie H. Hillman Auditorium at the Kaufmann Center, 1825 Centre Avenue, Pittsburgh, PA 15219

Beginning in June 2023, the Office of Long-Term Living (OLTL) will hold Listen and Learn sessions with OLTL program participants across the Commonwealth.

OLTL provides Medical Assistance (MA) coverage and long-term services and supports (LTSS) to seniors and adults with physical disabilities through the Community HealthChoices (CHC), OBRA, Act 150, and Living Independence for the Elderly (LIFE) programs. The office wants to hear from participants who receive services through one of these programs and will be holding Listen and Learn Sessions at the locations and times listed here. These sessions are intended for OLTL staff to hear directly from participants, advocates, and community partners, with the goal of gathering critical feedback on OLTL programs.

Members are encouraged to share this information with their clients and families so they can attend and give their feedback on OLTL programs. Some sessions will be held in-person, and some will be conducted virtually. Space may be limited, so attendees are encouraged to register as soon as possible.
