Many people feel at a loss as to how to best provide support to individuals with a dual diagnosis (individuals with an Intellectual Disability and Autism with cooccurring mental health issues and challenging behaviors) to lead healthy, happy, and meaningful lives. Current best practices and supportive models that have shown to be most helpful are sometimes beyond the reach of people who work directly with individuals with a dual diagnosis.

The Capacity Building Institute (CBI), presented by the Office of Developmental Programs (ODP) and the Office of Mental Health and Substance Abuse Services (OMHSAS), addresses these issues from an individual and systemic level through training, integration of knowledge into practice, and opportunities to build a statewide cohort to work together to effect change and build capacity. The participants will share individual best practice experiences leading to recommendations to ODP and OMHSAS to facilitate a more effective delivery of services across systems.

The Capacity Building Institute (CBI) provides an in-depth learning opportunity to professionals across the entire service partnership, including direct support staff and supervisors, supports coordinators/case managers and supervisors, agency trainers, managed care organizations, behavior specialists, psychiatrists, professional counselors and therapists, and dual diagnosis treatment teams. CBI participants represent a wide range of agencies, including Direct Support Providers, Supports Coordination, State Hospitals, State Centers, Adolescent Residential Treatment Facilities, Autism Supports, Education, Resources and Training Centers, Administrative Entities, and the Health Care Quality Units.

The Capacity Building Institute will meet for nine, two-day sessions, beginning October 2025 and ending in May 2026. Three sessions will be live/in-person, and six will be live/virtual on Zoom. Tuition is $300. Hotel reservations are your responsibility at the live sessions. To apply for the CBI, please fill out the Capacity Building Institute Year 9 Interest Survey. RCPA, alongside various associations and networks, shared a 2025 Budget Impasse Survey in order to collect data regarding the current and projected impacts on organizations in relation to the PA FY 2025/26 budget impasse. We are sending an update to stress that both for-profit and nonprofit organizations may participate in this survey.

We want to hear from your organization via this 2025 Budget Impasse Survey so that we can highlight the impacts this delay has on real people in every neighborhood and community in the Commonwealth.

We will share information with all parties involved so that the survey results can be analyzed and disseminated to the media and legislative contacts most efficiently. Below are the organizations that are coming together to collect this data in order to show you the importance of this information.

We’re pleased to announce a new partnership between the Rehabilitation and Community Providers Association (RCPA) and Greenspace Health. This collaboration gives RCPA members exclusive access to leading technology, education, and onboarding support, empowering organizations to implement Measurement-Based Care (MBC) to improve client outcomes while generating the data needed to strengthen programs and quality initiatives.

What is MBC?
MBC involves tracking client progress throughout treatment, using consistent patient-reported outcome measures (PROMS). It provides an avenue for clinicians and their clients to regularly check in with each other, reflect on objective symptom change data together, and uncover insights or patterns that can inform and improve treatment decisions. The uptake of MBC is growing rapidly, being recognized as a foundational component of evidence-based behavioral health care. National accrediting bodies, like the Joint Commission and CARF, are making a major push to drive its adoption.

What RCPA members can expect with Greenspace Health

The Substance Abuse and Mental Health Services Administration (SAMHSA) has announced $43 million in new supplemental funding available to State Opioid Response program grantees to expand recovery housing services for young adults, ages 18–24.

This one-year supplemental funding requires grant recipients to develop and/or expand recovery housing services for young adults with opioid or stimulant use disorders. States and territories that accept the supplemental funding will also be able to provide treatment, including family-based treatment, provide dedicated care coordinators to assist in navigating various service sectors, and provide individuals with a range of recovery support services, such as coaching, vocational training, employment support, transportation, childcare, and more.

The current SOR formula will be used to calculate the award amounts for all 50 states.

Registration is now open for the Pennsylvania Commission on Crime and Delinquency’s (PCCD) 2025 Statewide Crisis Intervention Team (CIT) Conference CIT and Beyond. PCCD, in partnership with the Office of Mental Health and Substance Abuse Services (OMHSAS) and Center County CIT, has expanded this year’s conference to a two-day event, which will be held on October 28 – 29, 2025, at the Nittany Lion Inn at State College.
