FY 2024/25

The Office of Developmental Programs (ODP) has released information related to the FY 2024/2025 ICF Cost Report. The release includes the updated current version of the ID-46 form, along with documentation outlining the changes to be used when reporting FY 2024/2025 costs.

As previously announced by ODP Deputy Secretary Kristin Ahrens, the use of the HCBS fee schedule as a market rate limit for related-party Day Habilitation services has been eliminated for FY 2024/2025. The remaining cost report changes reflect improvements based on prior years’ experience.

ICF providers may now begin completing cost reports for each ICF site. Questions should be directed to Pam Gilbert, Fiscal Manager, ICF/ID Unit.

ODP has indicated that a follow-up email will be sent with more detailed instructions and submission requirements. Providers are reminded that all cost report submissions must be received no later than September 30, 2025.

The Office of Developmental Programs (ODP) has released its Q4 update on the Multi-Year Program Growth Strategy (MYPGS). This report is a temporary format while a permanent data dashboard is being developed that will be more accessible to all stakeholders. ODP anticipates the new dashboard will be ready for public release in the next few weeks.

ODP has made great progress on tackling the adult emergency waiting list over the past year, seeing a 28% reduction since the Governor’s announcement in 2024!

The Office of Developmental Programs (ODP) has shared its Fiscal Year (FY) 2024/25 Q3 Report. This is a temporary report format while ODP builds a dashboard for waiting list and program growth data to make this data more accessible for stakeholders. ODP anticipates this will be ready by August.

The report shows ODP has made great progress on tackling the adult emergency waiting list over the past year, noting a 24% reduction since the Governor’s announcement in 2024.

The Office of Developmental Programs (ODP) has shared ODPANN 24-087, which informs stakeholders of corrections to rates for select services provided through the ODP Consolidated, Community Living, Person/Family Directed Support, and Adult Autism Waivers and base-funding that were published as final in the Pennsylvania Bulletin. Corrections were made to the following rates:

  • Community Participation Support Rates, Effective July 1, 2024; and
  • Life Sharing Without Day 1-Person Needs Group 3 and 4 Rates, Effective October 1, 2024.

The corrected final Fee Schedule Rates and Department-Established Fees for each service can also be found on DHS’s website. Please view the announcement for details.

The Office of Developmental Programs (ODP) has shared ODPANN 24-073, which announces that the Department-approved Supports Broker recertification training is available for the first seven months of Fiscal Year (FY) 2024/25. The Office of Developmental Programs (ODP) requires that Support Service Professionals/Supports Brokers under the Consolidated, Person/Family Directed Support (P/FDS), and Community Living (CL) Waivers must successfully complete a Supports Broker Certification Program provided by ODP or its designee every three years following their initial certification.
