The Office of Developmental Programs (ODP) has shared ODPANN 25-042. This announcement provides access to stakeholders to a DP 1077-S form in Spanish. Please note that if a provider agency has a current Spanish translated room and board contract in the individual’s file, provider agencies are required to complete this new Room and Board Residency Agreement form by June 30, 2025.

The Office of Developmental Programs (ODP) has shared ODPANN 25-041, which informs all interested stakeholders of the opportunity to submit public comments on:

  • Performance-Based Contracting for Supports Coordination services scheduled to take effect January 1, 2026. This includes:
    • Proposed changes to the 1915(b)(4) waiver and Consolidated, Community Living, and P/FDS waivers related to Performance-Based Contracting;
    • Proposed Implementation Plan for Performance-Based Contracting for Supports Coordination;
    • Proposed rates effective July 1, 2026, for Supports Coordination Organizations that meet criteria for the Select tier; and
    • Proposed changes to the Targeted Support Management State Plan.
  • Additional waiver amendments (not related to Performance-Based Contracting) to the Consolidated, Community Living, and P/FDS waivers scheduled to take effect January 1, 2026.

The Office of Developmental Programs (ODP) has shared ODPANN 25-040. This communication clarifies which regulatory requirements in Chapters 2380 and 2390 will and will not be monitored during licensing inspections when applied to individuals who reside in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/ID) settings and attend facility-based day services. This announcement replaces Info Packet 136-11 issued in 2011.

Effective immediately, the following regulatory requirements are considered fulfilled by the ICF/ID Interdisciplinary Team process and will not be measured during licensing inspections:

  • 2380.181(b) / §2390.151(b): Program Specialist Recommendation to Revise Service/Outcome in Individual Support Plan (ISP)
  • 2380.181(f) / §2390.151(f): Assessment Submission to Plan Lead 30 Days Prior to ISP Meeting
  • 2380.182 / §2390.152: Development, Annual Update, and Revision of ISP
  • 2380.183 / §2390.153: (Previously related to ISP content; now refers to team membership)
  • 2380.184 / §2390.154: (Previously related to team members; now refers to ISP process)
  • 2380.185 / §2390.155: (Previously referred to implementation of ISP; now refers to plan content)
  • 2380.186 / §2390.156: (Now addresses plan implementation; former subsections repealed)
  • 2380.188(c) / §2390.158(c): Requirement to Provide Services as Specified in ISP
  • 2380.173(7)-(9): Removed
  • 2390.124(12): Removed

Please note that §2380.173(5) and §2390.124(8), which refer to invitation/signature documents for ISP meetings, continue to be considered not applicable to individuals residing in ICF/ID settings.

The ODP Annual Data Report provides statistical information to educate stakeholders about the individuals ODP serves and the services they receive. The accompanying resource, Everyday Lives: Values in Action Information, Sharing and Advisory Committee (ISAC) Recommendations, Strategies, and Performance Measures, provides information on indicators of success used to gauge the effectiveness of the work of ODP.

The Office of Developmental Programs (ODP) has shared communication ODPANN 25-036. This announcement is to inform stakeholders that the contract for Performance Analysis Services (PAS) associated with PBC has been awarded.

Effective April 1, 2025, the Department of Human Services (DHS) has executed a competitively procured contract with Deloitte for PAS. The PAS vendor will assist ODP with the following primary functions related to the implementation of PBC:

  • Collect, aggregate, and analyze data and documentation;
  • Create dashboards;
  • Generate reports; and
  • Implement an information system to support the administration of the 1915(b)(4) waiver for residential and supports coordination services for the Consolidated, Community Living, and Person/Family-Directed Support (P/FDS) waivers.

The PAS vendor will support the collection and analysis of data relevant to Pay for Performance (P4P) initiatives associated with PBC. Additionally, systems level data on performance measures will be reported to the Provider Performance Review Subcommittee of the Information Sharing and Information Committee (ISAC).

The Office of Developmental Programs (ODP) has shared communication ODPANN 25-033 to announce that new live case study sessions for the Administrative Review (AR) Course are now available.

All entities that complete investigations are required to conduct the AR process as outlined in the AR Manual. This course is offered as an opportunity to support entities to complete high-quality ARs that help mitigate risks to individuals receiving services.

There are two parts to the course:
Part 1: The Online Module, which includes three (3) units and a quiz; and
Part 2: A live case study session held on Zoom.

The AR course page can be accessed by visiting AR Training and logging into MyODP.

The online module is a prerequisite to the virtual case study session. Once the online module, including all three units and the quiz, are successfully completed, registration will be available for the virtual case study session. Registration is accessed from the same course page. Registration for the case study sessions is currently scheduled for Wednesday, June 11 (1:00 pm – 4:00 pm) and Wednesday, August 13 (9:00 am – 12:00 pm).
