ODP Announcement 22-092 provides a list of current Agency With Choice (AWC) Financial Management Service (FMS) organizations that are available to support participants and surrogates who have chosen to self-direct some or all of their Participant Directed Services (PDS) using the AWC FMS model and are in the Consolidated, Community Living, and Person/Family Directed Support (P/FDS) waiver. ODP Announcement 22-087 issues an important reminder that major changes are being made to the HealthChoices Physical Health Managed Care Organizations (MCOs) offering Medical Assistance benefits on September 1, 2022. A large number of Medical Assistance consumers must select a new MCO by August 16, 2022. If they do not make a selection, a new MCO will be automatically chosen for them.

If Medical Assistance consumers are unsure if they need to select a new MCO, or haven’t received selection materials, they should contact Pennsylvania Enrollment Services at the following:

ODP Announcement 22-091 informs all interested parties that the new Medication Administration platform is now available for trainers and primary contacts. This announcement contains instructions for logging in with an existing account, creating a new account, accessing the “Train the Trainer” course, submitting payment, and registering for the Face-to-Face class.

A recording and PowerPoint for the Medication Administration Platform Overview webinar held on August 10, 2022, from 10:00 am – 11:00 am is included. Further development of the platform is continuing with trainers able to administer new classes and student registration becoming available on September 6, 2022.

ODP Announcement 22-090 is to announce that all Supports Intensity Scale-Adult (SIS-A TM) and PA Supplement Assessments will be conducted in person beginning September 1, 2022. This announcement obsoletes ODP Announcement 20-063 and any subsequent updates.

ODP Announcement 22-088 reports that ODP is seeking public comment on the proposed initiatives specific to programs and services for individuals with an intellectual disability and/or autism (ID/A) for which ARPA funds will be used.

ARPA provides a temporary 10% increase to the federal medical assistance percentage (FMAP) for certain Medicaid expenditures for home and community-based services (HCBS). The funding must be used to enhance, expand, or strengthen HCBS beyond what is available under Medicaid programs, including ODP’s waivers.

ODP is proposing additional initiatives in the following areas:

  • Data Management Enhancements;
  • Targeted Program Recovery; and
  • Expansion Supplemental Payments.

Interested persons are invited to submit written comments regarding the proposed ODP ARPA initiatives. Comments should be addressed to: Department of Human Services, Office of Developmental Programs, Division of Provider Assistance and Rate Setting, 4th Floor, 625 Forster Street, Harrisburg, PA 17120.

Comments may also be submitted to the Department via email using the subject header “ODP ARPA Initiatives.” Comments received by 11:59 pm on August 19, 2022, will be reviewed and considered for final implementation.

ODP Announcement 22-086 informs all provider agencies employing DSPs that the Human Services Research Institute (HSRI) will keep the portal for completing the 2021 National Core Indicators® (NCI) Staff Stability Survey open for an additional week. The portal will close on Monday, August 8, 2022.

HSRI is aiming for a 5% or lower margin of error for each participating state. The lower the MoE, the more representative and impactful the data will be. Pennsylvania currently has a 6.24 margin of error, and the Office of Developmental Programs (ODP) would like to see it reach the recommended level since it is within reach.

Therefore, ODP encourages eligible provider agencies to complete the survey if they have not already done so. Thank you to provider agencies that have completed the 2021 NCI® Staff Stability Survey. ODP will share the Staff Stability Survey Report when HSRI issues it.

ODP Announcement 22-085 announces clarification for Supports Coordination Organizations (SCO) on resuming Waiver and Targeted Support Management (TSM) Supports Coordination (SC) in-person monitoring. Many adjustments have been made to the Office of Developmental Programs (ODP) policy and operations during the COVID-19 pandemic. Appendix K allowed for SC services to be provided remotely during the pandemic. ODP planned to replace the Appendix K guidance with new requirements detailed in the Intellectual Disability and Autism (ID/A) Waiver renewals and the Adult Autism Waiver (AAW) amendment effective July 1, 2022, to allow for some SC individual monitoring to continue to be completed remotely.

Both the ID/A Waiver renewals and the AAW amendment are pending approval with the Centers for Medicare and Medicaid (CMS). Therefore, ODP is issuing guidance to clarify the expected requirements of individual monitorings performed by SCs. This announcement outlines the updated requirements for SC in-person and remote monitoring and obsoletes that section of Appendix K.

ODP expects SCOs that were unable to meet the June 30 deadline for completing the in-person monitoring for at-risk individuals to continue to follow their plan and communicate with the ODP regional office to ensure that all the priority individuals are seen in-person.

This announcement outlines requirements for SCOs to implement no later than October 1. For additional questions, please contact your appropriate ODP regional office.

ODP Announcement 22-054 informs Medication Administration Trainers that the outage for important infrastructural changes to the Medication Administration Training Program will now be extended through Sunday, August 7, 2022.

Trainers will be able to login and register to take the “Train the Trainer” course on August 8, 2022. Trainers will be able to administer new classes, and students will be able to register in the system on September 6, 2022. If you attempt to conduct a class or complete any training on the system during this outage, your work will be lost.

All sites related to the Medication Administration Training Program will be unavailable because of scheduled maintenance from 12:00 am, Friday, July 1, 2022, now through Sunday, August 7, 2022. We apologize for the inconvenience.

ODP Announcement 22-083 announces that Office of Developmental Programs (ODP) providers with approved ARPA Grant applications should use the following survey to request reimbursement for expenses incurred. Reimbursement for Technology Grants may consist of one progress payment and one final payment. Reimbursement for Training/Credentialing and Business Associate Grants may include up to two progress payments and one final payment.

Prior to beginning the survey, providers should ensure that supporting documentation (paid invoices, cancelled checks, accounting records, etc.) is available and scanned into a PDF format. These documents will need to be attached at the end of the survey.

Providers should generally expect to see payments a few weeks following ODP’s review of submitted information.
