PA Office of Developmental Programs

Office of Developmental Programs (ODP) Announcement 19-071 is intended to instruct Administrative Entities (AEs), Supports Coordination Organizations (SCOs) and providers on how to review and submit updates to their entity’s primary and secondary contact information for the Quality Assessment & Improvement (QA&I) Process. To ensure information regarding the QA&I Process is received by all entities, ODP has created the QA&I Contact List which has been posted on the MyODP Training & Resource Center. The document is posted in the “QAI Contact List” section at the following path on MyODP: Resources > ODP Information > QA&I Process.

The identified contact person(s) is the individual(s) whom the entity has designated to receive specific information related to the QA&I Process. Information shall include any unique electronic hyperlinks, access to QA&I Process specific information, ongoing direction and communication from ODP or the AE regarding the QA&I Process, etc.

Please note that the primary contacts identified by each entity will be the individual persons receiving the electronic hyperlink for completion of the self-assessments. For AEs conducting Provider and Agency with Choice (AWC) Financial Management Services (FMS) QA&I onsite reviews, the primary contact will receive the unique hyperlinks necessary to access the tool for completion of onsite review activities. Please review the document posted on MyODP and submit any changes by using the ODP Quality Assessment & Improvement Contact Form.

Changes can be submitted throughout the QA&I year. ODP will post an updated version of the QA&I Contact List spreadsheet at least every two weeks during the months of June to August, and the last Friday of the month during the months of September to May.

As a reminder, it is the responsibility of the entity to ensure that this information remains up to date. Please direct any inquiries, issues or concerns regarding this communication to the QA&I Process mailbox. If there are any questions related to the QA&I Process, please contact the appropriate staff found in the “QA&I ODP Contacts” file. This communication obsoletes ODP Announcement 056-18.

ODP Announcement 19-069 is to inform stakeholders that effective July 1, 2019, the Department of Human Services (DHS) will be consolidating the processing of all provider enrollment applications into the Office of Medical Assistance Programs (OMAP). This will include the Office of Developmental Programs (ODP). ODP will monitor the provider enrollment application processing to ensure providers continue to be enrolled in accordance with applicable regulations and standards.

The Online Application Service to enroll in the Medical Assistance (MA) Program is available on the department’s website. Paper applications may also be sent via fax to 717-265-8284. Applications may also be sent to the OMAP Email.

Providers are encouraged to submit applications electronically via the online provider enrollment portal whenever possible.

For questions or concerns related to an enrollment application, please call the OMAP Inquiry Line at 800-537-8862. If there is a question for ODP regarding regulations or policy, please submit to ODP email.

ODP Announcement 19-067 announces that registration is open for a series of webinars emphasizing application of the resources, tools, and tips presented at the 2019 ASD Seminar Becoming an Informed Supporter: What You Should Know About Autism. This webinar series will further explain these tools, strategies, and resources, as well as provide examples with an emphasis on application to enhance the support provided to individuals.

This webinar series is an extension for those who attended the 2019 ASD Seminar and an opportunity for those that could not attend to obtain this information. The following areas were presented during the 2019 ASD Seminar: Social Skills, Challenging Behavior & Mental Health, Employment, Family Systems, Community Engagement, and Communication.

ODP Announcement 19-068 announces the availability of more sessions of two-day Person-Centered Thinking Training and provides registration information. This is a professional development opportunity. Training begins at 9:00 am and ends at 4:00 pm; you must attend both days in order to complete the training and receive a certificate of attendance.

This interactive, two-day training serves as a foundation for everyone involved in supporting people with significant disabilities. During this training, participants will have the opportunity to develop their skills by completing a series of guided exercises. Participants will practice utilizing person-centered thinking resources and techniques. Information gathered using these skills can help teams develop meaningful Individual Support Plans that help people with disabilities achieve an Everyday Life.

ODP Announcement 19-070 serves to inform stakeholders of two additional dates added to the schedule for in-person listening sessions regarding the recently released draft Incident Management (IM) Bulletin. Each listening session will begin with a brief presentation about the IM bulletin, followed by a discussion and comment period. Comments received during the sessions will be collected for review at the end of the public comment period.

The additional sessions will be held on Friday, June 14, 2019 in the Northeast Region at the Thomas P. Saxton Medical Pavilion, 468 Northampton Street, Edwardsville, PA 18704.

The first session will be from 10 am until 12:00 pm, and the second session will be from 2:00 pm until 4:00 pm. Both sessions are open to all stakeholders. Contact Carol Ferenz, RCPA IDD Division Director, with questions.

ODP Announcement 19-066 serves as notice of the opportunity for public comment on proposed changes to the Consolidated, P/FDS, and Community Living Waivers. These changes (referred to as waiver amendments) are anticipated to be effective on October 1, 2019. As part of this process, ODP is seeking your valuable feedback and comments on the proposed waiver amendments. There is a 30-day public comment period that began on June 8, 2019 and ends on July 8, 2019.

Whenever substantive changes are made to an approved waiver, ODP must submit an amendment to the Centers for Medicare and Medicaid Services (CMS) for approval. ODP proposes to amend the Consolidated, P/FDS, and Community Living Waivers as follows:

  • Increase the number of individuals served in the Consolidated and Community Living waivers as provided for in the Governor’s proposed budget to support more people in the community.
  • Add planning requirements for Administrative Entities to address access to needed waiver services upon graduation to individuals who will graduate from special education and who are not eligible to continue their education through the next year.
  • Provide for support of children with medical needs who transition from a facility that does not meet waiver home and community-based settings requirements to live with their families or, if living with their family is not possible, in the home of another nurturing caregiver.
  • Increase community participation of waiver participants through changes in service definitions, such as the addition of an on-call and remote support component to the Community Participation Support service and clarification as to where newly enrolled licensed facilities can be located.
  • Increase competitive integrated employment of waiver participants by allowing Supported Employment services to be provided when a waiver participant has received an offer of competitive integrated employment and the Office of Vocational Rehabilitation (OVR) has not made an eligibility determination at that time and by clarifying where Advanced Supported Employment services can be provided.
  • Develop and support qualified staff by extending the timeframe by which requirements for employment credentials or certificates must be obtained to July 1, 2019 for Supported Employment, Small Group Employment, and the prevocational component of the Community Participation Support service.
  • Promote health, wellness, and safety by clarifying that Supports Coordinators should review information in health risk screening tools when applicable and determine whether there have been any changes in orders, plans, or medical interventions prescribed or recommended by medical or behavioral professionals when Supports Coordinators monitor a waiver participant’s health and safety, and develop Individual Support Plans (ISPs).
  • Clarify the role direct service professionals perform through Communication Specialist services.

Information regarding the proposed waiver amendment changes, including how to provide comments, can be found in the Pennsylvania Bulletin, Volume 49, Number 23, published on Saturday, June 8, 2019.

Comments received by 11:59 pm on July 8, 2019 will be reviewed and considered for revisions to the waiver amendments submitted to CMS.
